OBJECTIVES OF THE PROGRAMME

To strengthen data utilization and evidence-based planning and implementation of immunization services in Timor Leste.

DESCRIPTION OF DUTIES

I. Provide technical support to MHS with a focus on the following tasks:

1. Work in close collaboration with District Public Health Officers (DPHO)/Municipal EPI focal points and other members of the municipal technical team to support the assessment and planning for improvements in immunization coverage and VPD surveillance performance2. Support the identification of low-performing sub-districts, Sucos, and Aldiea and support MHS to re-formulate and execute the micro-plan to improve immunization coverage and surveillance indicators in these areas3. Assist in carrying out regular supportive supervision on EPI and VPD surveillance to CHCs and HPs. 4. Prepare a monthly report on EPI and VPD surveillance performance on assigned districts and share it with all concerned government counterparts and WHO.

5.Support to ensure that EPI and VPD surveillance related data is collected from each site completely and timely and feed into the Health Management Information System (HMIS) and District Health Information System (DHIS)

6. Support to ensure regular EPI coverage and VPD surveillance data analysis and feedback by Aldiea level to MHS, CHCs and HPs staff

7. Facilitate to organization and conduct of quarterly review meeting with CHC and HP-EPI and surveillance focal points at MHS level

8. Support for management of vaccine, cold chain and other logistics in the area assigned for work

II. Provide technical support to health staff at CHCs and HPs with a focus on the following tasks:

1.Facilitate in formulating Aldiea level micro-plan for immunization using country adopted planning tools and processes

2.Participate and assist in implementing, monitoring and evaluating the micro-plan

3.Work with CHC/HP staff to identify low-performing Sucos, Aldias and support to re-formulate and execute the micro-plan to improve coverage and surveillance indicators

4.Adopt and incorporate appropriate tools and strategies for reaching the unreached children and reducing drop-outs

5.Facilitate monthly review meetings at CHC level with health post staff.

6.Build capacity of key staff who are ultimately responsible for delivering programs

7.Facilitate different training and orientation sessions and advocacy meetings

8.Ensure that no vaccines, injection supplies, cold chain equipment and recording/reporting forms are out of stock and vaccines are managed well in cold chain

III. Provide technical support to Suco council and other potential stakeholders in the community with the focus on following:

1. Organize, manage, and facilitate different community-level advocacy meetings on EPI and VPD surveillance at Suco councils and arranging Aldiea level advocacy meetings

2. Organize, manage, and facilitate different training and orientation sessions on immunization and related health issues

3. Facilitate to formulate a participatory action plan followed by a rapid situation assessment for the poor performing Sucos and Aldias and assist them in implementing social mobilization plan

IV. Perform any other assigned duties by WHO Representative, MO (EPI) or counterparts through WHO. Expected Achievements include: High quality technical assistance provided for reaching high immunization coverage by supporting the planning, execution and monitoring of plans to reach the unreached children with quality vaccines and effective surveillance for eradication, elimination and control of vaccine preventable diseases at the assigned municipalities, CHCs and HPs.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medicine, Public Health or any other relevant area Desirable: Training/Diploma in GIS applications and data analysis statistical packages, e.g. EPI info, SPSS.

Experience

Essential: At least two-year experience in public health, disease control and surveillance. Desirable: Work experience in WHO or other UN Organization

Skills

Managerial and good communication skills; analytical skills to identify critical issues and good writing skills; knowledge and skills in public health and epidemiology, public health programme management, routine EPI and VPD control, surveillance of communicable diseases; ability to work independently and also in team setting

Use of Language Skills

Essential: Intermediate knowledge of English. Desirable: Intermediate knowledge of Portuguese. Expert knowledge of Tetum.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 20,092 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
