OBJECTIVES OF THE PROGRAMME

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Government of Nepal in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes at the country level. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing needs-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge management and dissemination, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. WHO provides guidance and technical support in delivering humanitarian health response following acute onset emergencies and in revitalizing health sector capacities to rebuild and recover from emergencies in appropriate and sustainable ways. In the inter-emergency period, the objectives are to increase the capacity and self-reliance of Nepal to reduce risk, prevent and prepare for disasters and public health emergencies, to mitigate adverse health consequences, and to create synergy between emergency risk management and sustainable development through appropriate capacity building and coordination mechanism and partnerships. The WHO Health Emergencies Programme (WHE) supports the Ministry of Health and Population (MoHP) to direct and co-ordinate the preparedness activities, readiness state, and rapid provision of life-saving emergency health interventions at scale in the aftermath of disasters and public health emergencies following an all-hazard, risk-informed approach, and subsequently assists in the rapid recovery of the health system in collaboration with national and international stakeholders. There upon it provides technical support to the MoHP and partners to enhance health sector emergency risk management through risk reduction or mitigation; preparedness and response readiness to build a health system that is resilient to disasters and public health emergencies.

DESCRIPTION OF DUTIES

Under the overall guidance of WHO Representative to Nepal and direct supervision of the Team Lead - WHE and in close collaboration with other members of the WHE team and in coordination with other teams within WCO Nepal (especially those working on health information and surveillance systems) and key external stakeholders, the NPO-HIMA will perform the following:

1. Support the collection and management of data using appropriate epidemiological, statistical, operational, GIS and decision-support applications developed for disease surveillance and emergency health information management that are operational within WHO and across the Ministry of Health & Population - especially the Epidemiology & Disease Control Division; the National Public Health Laboratory; and the central and provincial Health Emergency Operations Centers.

2. Facilitate the collation and maintenance of up-to-date information relevant for emergency risk management from all technical areas of the International Health Regulations, from relevant stakeholders including contact/address lists and rosters; indicator data on health status, health situation, health risks and capacities; health service coverage, emergency health preparedness and response readiness and operational data critical for emergency preparedness, response and recovery interventions.

3. Support the timely and high-quality collection and analyses of data and preparation of information products on multi-hazard disasters affecting health and public health emergency risks and events; emergency response information including 3/4W matrices and GIS maps, internal and external situation reports, surveillance bulletins, public health situation analysis, rapid and post-disaster needs and risk assessment reports.

4. Manage document and information repositories, synthesize, design, develop and contribute information content, products, images, infographics, thematic maps, charts and other multi-media displays for the drafting and production of all relevant programme planning, monitoring, performance reporting, feedback dissemination, communication, advocacy and event-related documents and multi-media information products of the WHE team published in analogue and digital formats.

5. Facilitate the development and maintenance of online and off-line mechanisms which are fail-safe and with adequate redundancies for all databases, inventories and repositories that are critical for the effective functioning of the WHE team during all phases of the emergency risk management cycle.

6. Facilitate the development, adaptation, adoption, piloting and scale-up implementation of different components of emergency health information management innovations, applications and platforms that adhere to organizational and global standards contextualized to the ICT architecture, digital health architecture, e-governance strategies and capacities of Nepal.

7. Represent and facilitate the engagement of the WHE team in internal and inter-agency data and information networks and coordination mechanisms for tracking, analyzing and reporting on multi-hazard risks, and interventions undertaken to prevent / mitigate / respond to priority risks in the health sector across the emergency risk management cycle.

8. Support the management, capacity enhancement, coordination and performance-enabling of all health emergency information management components at the national and subnational level to government, non-government stakeholders and relevant technical colleagues deployed by the WHE team at WCO and externally across Nepal.

9. Support in integration of various streams of health information systems and strengthen mechanisms and capacity for data quality assurance; timeliness and completeness of reporting; effective analysis; generation of information products and seamless sharing of relevant information and products across different public health programmes for disaster and public health emergency interventions.

10. Enable the adaptation and roll-out of robust epidemiological, clinical, and laboratory-based surveillance, case investigation and contact tracing systems and their harmonized functioning in an integrated manner at the national and sub-national levels for early identification of potential public health events or outbreaks, and enabling rapid response for their containment using various digital tools and further reporting as per the International Health Regulations.

11. Design/Adapt and establish systems for public health emergency risk monitoring to include but not limited to Index for Risk Management (INFORM), Dynamic Preparedness Metric (DPM) etc, to for public health emergency preparedness and response.

12. Support for early detection, verification, and rapid reporting of acute public health events including those that may lead to public health emergencies of national or international concern using a variety of formal and informal information and health intelligence sources as utilized in the WHO Epidemic Intelligence Open Source (EIOS) and other event-based surveillance mechanisms.

13. Support development, roll-out and inter-operability of electronic health and electronic medical records in various types of hospitals and community level health facilities of Nepal with primary focus on real-time surveillance of events or diseases that may require a public health response.

14. Support EDCD, HEOC and other relevant divisions / centers of DoHS/MOHP to conduct detailed analysis of information collected to generate health situation updates and programme performance reports for disaster or public health emergency preparedness or response and propose interventions for designing new or strengthening existing health systems as appropriate.

15. Lead the collection, collation and comprehensive analysis of data from various information and reporting systems, support generation of strategic health information products, and their effective dissemination during disasters and public health emergencies.

16. Support in determining the data information elements that are required internally and externally to support the health sector coordination and decision-making, design systematic and standardized methods of capturing and consolidating evidence-based health interventions, and document lessons learnt, best practices and trend analyses for promoting accountability, responsiveness and transparency.

17. Perform any additional duties and undertake additional responsibilities assigned by the Team Lead - WHO Health Emergencies Programme (WHE) or the WHO Representative as needed including deployment to other WCOs for emergency surge response when requested by WHE-SEARO or HQ.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in information management or business studies. Desirable: Advanced university degree in Information Technology is an asset. Recognized WHO health emergencies training courses, health cluster coordination, and incident management system will be an advantage.

Experience

Essential: At least two (2) years of experience in health emergency information management for health preparedness, readiness or response to disasters or public health emergencies. Desirable: Few years of work experience in WHO or UN agencies in public health information management with demonstrated use of public health information services.

Skills

  • Self-motivated with ability to work with a minimum supervision.
  • Ability to generate options, decide, prioritize and execute under pressure.
  • Knowledge of different data collection methodologies and proven skills in epidemiological and statistical analysis.
  • Good working knowledge and professional level familiarity in the use of multiple software platforms and programs especially of a digital public health goods.

REMUNERATION

Remuneration comprises an annual base salary starting at NPR 2,982,903 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
