OBJECTIVES OF THE PROGRAMME

WHO country office work in Health System Governance aims at supporting MoH with health governance and stewardship and increasing accountability, transparency and responsiveness of health systems through actions focused on:

  • Supporting national policy, strategy, and plan as well as monitoring and evaluation to capture multi-sector engagement in health, including with National Planning Department and Treasury in the context of health reforms for economic recovery;
  • Strengthening health institutions, laws and regulations, including legal frameworks for universal health coverage that contribute to access, quality and financial risk protection; and
  • Strengthening mechanisms to support whole-of-government and whole-of-society approaches, promoting the empowerment of people and communities in oversight functions and the representation of citizens in health decision-making processes.

DESCRIPTION OF DUTIES

Under the supervision of Team Lead (PHC) and guidance of the WHO Representative, and the technical and policy guidance from SEARO, the selected candidate will carry out the following duties:

  • Supporting national policy, strategy, and plan as well as monitoring and evaluation to capture multi-sector engagement in health, including with National Planning Department and Treasury in the context of health reforms for economic recovery.
  • Supporting bottom-up planning to reflect sub-national needs in the national plan as well as support for implementation
  • Supporting consolidation and alignment of UN and IFI assistance to MoH at country level as well as profiling Sri Lanka in global health governance including at Regional Committee, World Health Assembly and UN General Assembly
  • Working with parliamentarians to support laws and budgets for universal health coverage
  • Ensuring horizontal and vertical policy coherences between health and other sectors policies and alignment between the MoH, development partners, civil society, the private sector and other actors' policies
  • Strengthening national monitoring of policy and strategy implementation
  • Researching the interests and application requirements of the main donors and other sources of funding to the country. Drafting proposals, donor briefings, reports and updates to ensure accurate and timely reporting
  • Developing and implementing an innovative resource mobilization action plan for the Country Office to ensure sustainable financing for core, health system and emergency activities
  • Maintaining partner relations through innovative approaches; while concisely, clearly and convincingly communicating WHO yearly/biennial strategic direction; proactively contributing in negotiations for rapid donor agreements
  • Ensuring appropriate documentation of activities in the areas of responsibility for transparency and future inspection/ audit
  • Performing other relevant duties as may be assigned

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine or public health

Desirable: Master's degree in Public Health / Community Medicine

Experience

Essential: At least 2 years of professional experience at the national level in health system Desirable: Working experience in public health at WHO and/or UN system Experience in working with donors and/or development partners

Skills

  • Should have technical and managerial competence in health system, planning, monitoring and evaluation of interventions, and in development of locally adapted tools and instruments for health system governance;
  • Ability to make evidence-based decisions on implementation of interventions; leadership qualities;
  • Skills in interacting with a variety of stakeholders and proven capacity in establishing harmonious relationship with government institutions, partners and donors.
  • Desirable: Knowledge of WHO programmes and practices an asset

REMUNERATION

Remuneration comprises an annual base salary starting at LKR 6,980,640 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
