PURPOSE OF THE POST

Within the context of mainstreaming GER, and more broadly socioeconomic determinants of health, the incumbent will provide technical support and coordination to the implementation GER-related interventions across the priority areas identified in Ukraine.

OBJECTIVES OF THE PROGRAMME AND OF THE IMMEDIATE STRATEGIC OBJECTIVES

The WHO European Office for Investment for Health and Development (Venice, Italy) provides technical and scientific expertise on promotion health and prioritization a reduction in gender and health inequities to create fairer and healthier settings and societies. It delivers to countries policy advice, tools to inform and support decision-making in the areas of implementation gender and equity-responsive health and social systems; building policy alliances with social and economic sectors to invest in public health goods for health and well-being for all; strengthening know–how to integrate health, equity and well-being into everyday life settings; and providing tools to quantify and demonstrate how health and health equity are public goods for social cohesion and inclusive growth.

The Venice Office developed the WHO European Health Equity Status Report and is responsible for the Well-Being Economy Initiative. At the country level, the Venice Office supports Member States with tailored solutions through: direct country support to strengthen health and multisectoral policies and systems; tailored country and sub-national analysis and policy options; evidence, factsheets and investment guides; ‘what works’ demonstration sites and cases; capacity-building and solution fora for health leaders; multicountry health networks and alliances; a digital knowledge hub; decision-making and resource allocation tools and metrics; communication and advocacy materials.

Organizational Context

  1. The WHO Country Office (CO) in Ukraine is a large office with core staff, health system related cluster and project related teams. At the same time the CO is part of the Regional Office (RO) and related to other COs in the region. The latter means active communication with colleagues in all the other COs. Within the division of Country Health Programmes (CHP), and under the general guidance of the Public Health Officer in the CO, the incumbent is the responsible officer for GER. The incumbent will also work closely with the CO officers within the health programmes (health financing, primary health care, HTI, NCD, Mental Health, VPI, JID, WASH etc.), health information team and the division of WHO Health Emergencies (WHE).

  2. The role of the incumbent is that of a technical specialist. He/she is part of the CO team and closely relates to relevant technical units in the Regional Office, WHO European Office for Investment for Health and Development and Headquarters. The incumbent also plays the role of facilitator to engage colleagues on key deliverables (including other divisions according to needs) and with national government and UN counterparts to ensure that GER-related activities reflect latest WHO guidance and are implemented in cohesion with key health programming, monitoring and financing activities. The incumbent will advocate (when possible) for the incorporation of people-centered, equity-oriented and gender-responsive health policies, systems and delivery of essential health services, including reducing financial hardships of for the most vulnerable and conflict-affected populations.

  3. The work is guided by World Health Assembly and Regional Committee resolutions, the European Programme of Work (EPW), GPW 13, and SDGs to make a specific contribution towards achieving the goals to ensure healthy lives and promote well-being for all at all ages (SDG 3), achieve gender equality and empower all women and girls (SDG 5), promote sustained, inclusive, and sustainable economic growth, full and productive employment, and decent work for all (SDG 8), and reduce inequality within and among countries (SDG 10). Furthermore, the areas of work are guided by the Biannual Collaborative Agreement, the objectives of the ongoing projects the incumbent is involved in addressing emerging needs, the Ukraine Crisis Strategic Response Plan, Ukraine health system recovery and transformation principles, as well as EURO commitment to MS to tackle health inequities as set out in Resolution RC69/R5 on accelerating progress towards healthy, prosperous lives for all, increasing equity in health, gender equality and leaving no one behind in the WHO European Region; also: WHO Staff Rules and Regulations, the WHO Manual, technical documents related to medical product policy and regulation, the Programme Budget provide basic WHO documents.

  4. Some independence in decision making is expected and the incumbent must exercise judgement in providing policy interpretations on GER strategies, guidelines and tools, coordination among GER and health actors, and wider health and economic sector developments. The incumbent takes a proactive role in seeking guidance from colleagues, searching and analysing evidence, and applying WHO policies, guidelines and tools.

  5. A wide range of contacts within the organization is expected - the purpose is to receive policy guidance and support on technical, information-related and administrative as well as managerial issues related to project implementation. Additional contacts both within RO (including other country offices, geographically dispersed offices such as WHO European Office for Investment for Health and Development in Venice and the office in Copenhagen) and Headquarters to seek technical support for planning collaborative activities as well as to support project implementation in the country, are foreseen. Under supervision and guidance of Head of the CO, regular contacts are maintained with the ministry of health, the public health institute and centers for disease control and relevant GER and health institutions and stakeholders to provide and obtain necessary information, coordinate adoption and implementation of people-centered, equity-oriented and gender-responsive health policies, approaches and tools, and report back to donors on project progress. Upon request, the incumbent has contacts with counterparts in the country to represent WHO.

SUMMARY OF ASSIGNED DUTIES

Within the context of mainstreaming GER, and more broadly socioeconomic determinants of health, the incumbent will provide technical support and coordination to the implementation GER-related interventions across the priority areas identified in Ukraine.

Key duties:

  1. Provide support to the WHO country office on gender, equity and human rights (GER) in coordination with the WHO regional office for Europe and with the UN Gender Thematic Group national counterparts, international community, civil society and academia to enhance collaboration and strategic partnership

  2. Support the WHO country office in updating and adapting GER-relevant guidelines, materials and tools to the national context to be further utilized in mainstreaming GER component into health policies.

  3. Support the WHO country office in development of a country workplan for GER mainstreaming, and WHO/CO programme teams in integrating GER based approach into their workplans.

  4. Conduct analysis of the use of sex disaggregated data and gender analysis which ensures knowledge sharing, documentation and dissemination of good practices on GER in health.

  5. Prepare a core set of communication and dissemination materials to be used by WHO country office in meetings and on specific UN Days on WHO`s role and technical assistance on GER based on the agreement with WHO communication team.

  6. -Explore existing opportunities within the programme areas (health financing, health governance, public health, NCDs, Mental Health, JID, VPI etc.) to strengthen GER integration into the relevant programmes and policies, and the network of expertise and civil society involved in GER and health to support gender transformative, equity oriented and rights based health system with a great focus on primary health care.

  7. Develop a training course structure for capacity building of WHO staff and national health authorities on gender responsive, equity-oriented and rights-based health systems and policies.

  8. Support public health officer and officer on primary health care to integrate GER into educational curricula (public health, primary health care)

  9. Prepare the missions for WHO staff and external consultants addressing GER and socioeconomic determinants of health and follow up on their recommendations.

  10. Prepare regular reports and updates to the Country Office and to the Regional Office.

  11. Explore opportunities for fund raising and contribute to proposal development to ensure adequate resources are available to conduct the planned activities related to GER and public health.

  12. Assist in executing other tasks as requested by the WHO Representative and the Public Health Officer, including in other GER-related domains.

REQUIRED QUALIFICATIONS

Education Qualifications

Essential : First degree in communication, social policy, healthcare, health policy, public management, economics, demography, public health, or related field.

Experience

Essential : Minimum two years of experience in health and/or social sectors, including public sector experience, with proven ability to write reports, review policies, and ability to analyse policy documents

Desirable : Relevant work experience with(in) international institutions or organizations in the area of policy advice for GER and/or health systems strengthening / health care services delivery. Relevant experience with(in) WHO or the United Nations.
