OBJECTIVES OF THE PROGRAMME

The main objective ofthe programme is to ensure improved access and rational use of safe,efficacious, quality, and affordable essential medicines through implementation ofNational Medicines Policy, strengthening National Medicines Regulatory Authority (NMRA), effective financing andpricing policies, strengthening medicines procurement and supply management systems,promotion of rationaldrug use, and monitoring and surveillance of antimicrobial resistance.

DESCRIPTION OF DUTIES

Under general guidanceof the WHO Representative and the direct supervision of the Advisor onHealth Policy and Systems for UHC and with technicaland policy guidance from SEARO, the incumbent will carry out the following duties:

  1. Assist the HSS team in providing support to MoHS on processes of planning, development and monitoring of workplans, programs and projects relatedto medicines and health technologies; assist in provision of technical supportto promote access andrational use of safe, efficacious, quality and affordable medicines and healthtechnologies in Myanmar.
  2. In close collaboration with HSS Team members, provide support in theimplementation of a plan of collaboration inthe pharmaceutical area in line with nationaland regional strategies on Improving Accessto Essential Medicinesand international standards.
  3. Assist in the support provided to the national counterparts inassessing the needs, monitoring the pharmaceutical situations, and assistin identifying the technical supportrequired to address problem areas.
  4. Provide assistance in implementation of the existing National MedicinesPolicy through consultative and planning processamong agencies and other stakeholders by participating in surveys andinvestigating the current status of essential medicines.
  5. Help support inter-sectoral collaboration and assist the Ministry ofHealth in the coordination of partners involved in the pharmaceutical and traditional medicine sectors e.g. internationalagencies, NGOs and other relevant networks toensure an integrated and appropriate technical support to the country; this maybe done in part through the HSS Executive WorkingGroup (ExWG) and its TechnicalStrategy Groups (TSGs).
  6. Assist in the collaboration with other WHO technical team membersinvolved in medicines issues in the country includingbut not limited to RMNCAH, antimicrobial resistance, NCDs, HIV, Malaria andTuberculosis and assist in carryingout joint activities that will strengthen mechanisms to ensure quality,safety, affordability, rationaluse and the efficient procurement and supply management of medicines.
  7. Assist in provision of technical support in the rational use ofmedicines, promoting the development of strategies, regular updating of national Essential Medicines List (EML),collaborate on adoption of AWaRe classification of antibiotics, and appropriate use and regulationof medicines.
  8. Assist in HSS Team's provisionof technical supportfor the development of a regulatory framework for medicines and strengtheningof National Medicines Regulatory Authority (NMRA), including work onstrengthening of regulatory functions;the establishment of good practices, standards and quality assurance systems fromGood Manufacturing Practice (GMP) toGood Pharmacy Practice (GPP), and help facilitate regulatory collaboration,convergence and reliance in the region andglobally.
  9. Assist in provision of technical support of MoHS in the implementationof pharmacovigilance and post-market surveillancehelping facilitate the use of international standards in collection of data,detection, assessment and monitoring of medicines safetyand quality.
  10. Contribute to the facilitation of WHO's support to capacity developmentof national counterparts to improve the management of essential medicinesand other healthtechnologies at national and subnational levels.
  11. Contribute to the follow-up, monitoring, evaluation and reporting onthe progress of WCO workplan implementation andthe program effectiveness in the area of pharmaceuticals; support indocumenting successful interventions and synthesizing lessonslearnt for wider dissemination.
  12. Perform other relatedduties as may be required.

REQUIRED QUALIFICATIONS

Education

Essential: Essential: University degreein Medicine, PublicHealth or in Pharmacy from a recognized university Desirable: Desirable: Postgraduate qualification in any of the following fields: Pharmacy, Public health, Global Health, Business Management, Social Studies

Experience

Essential: Essential: At least one year of experience in programme development, in areas relevantto essential medicinesand pharmaceuticals at the nationallevel and with dealing with other levels ofthe health sector. Desirable: Desirable: Experience in working in or with international organizations. Experience in collaborative programmes. Experience in writing proposals, strategic papers and technical reports. Experience with the private sector.

Skills

Broad knowledge in programme planning, project management, implementation, monitoring and evaluation of various pharmaceutical programmes. Ability to work in a diverse developing-country setting. Understanding of pharmaceutical markets dynamics.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 22,591 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
