OBJECTIVES OF THE PROGRAMME

For WHO, strategic communication is of vital importance in fulfilling its mandate of providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries, and monitoring and assessing health trends. In today's wired world, a strategic use of channels of communication can help reach the stakeholders effectively, move and influence public policy, promote the public health agenda, and achieve our mandate. Broadly speaking, the role of Communications in WCO is to: (a) Ensure timely public information on longstanding and emerging public health issues in consultation with the Ministry of Health, Maldives. (b) Define and promote a consistent corporate identity for WHO, internally and externally. (c) Serve the communication and advocacy need of the WHO Country Office for Maldives by disseminating WHO advocacy messages to media and other partners in an effective and coordinated manner on a regular basis and during public health emergencies. The Communications unit at WCO is typically engaged in the following activities on a daily basis: media engagement; knowledge management; managing the website process; social media support; communications support to the program teams; publications and collaterals designing; liaising with the UN partner agencies; World Health Day and other events; communications for events where WCO participates; internal communications; leveraging innovative mechanisms and platforms for strengthening internal communications and building external visibility. Underlying Values and Core Functions of WHO All the Member States of WHO South East Asia Region share the common value of the highest attainable standard of health as a fundamental human right. All WHO actions are based on this and rooted in the underlying values of equity, solidarity, and participation. WHO's Thirteenth General Programme of Work (2019-23) focuses on eight health outcomes and two leadership and enabling outcomes. These outcomes contribute jointly to the achievement of the three strategic priorities in GPW13. WHO will transform itself to an effective and efficient organization so that it can deliver the work that is expected for achieving these outcomes. The outcomes in the proposed results framework constitute the backbone for organizing the work of the Organization and structuring the programme budget. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic, and demographic patterns and trends at both aggregate as well as atoll and sub-atoll levels, with due sensitivity of disadvantaged populations and vulnerable segments of society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems as well as of the circumstances and political economy under which they have evolved and operate. Mission of the WHO Country Office for Maldives within the framework of WHO's Country Cooperation Strategy, the mission of the WHO Country Office is to support Maldives in: (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

DESCRIPTION OF DUTIES

Under the overall guidance of WHO Representative to Maldives (WR), direct supervision of Medical Officer (Public Health), the incumbent will perform the following duties:

A. Internal & External Communications

  • Building and maintaining effective and strategic internal and external communication networks.
  • Increasing public awareness of the work of the Country office by liaising with the media, NGOs, Governmental agencies, UN agencies, counterparts in governmental agencies, international institutions, partner organizations and other targeted stakeholders.
  • Conceptualizing, designing, and implementing communication plans for external audiences and employees.
  • Support in carrying out communication strategy to support the Country office's programmes and strategic objectives.
  • Participating and supporting in building desired brand positioning of the WHO Country Office for Maldives.
  • Coordinating WCO Maldives's communication activities in case of outbreaks and emergencies; support risk communication.
  • Ensuring cohesive and coherent coverage of WCO Maldives's relevant events and communicating to external and internal stakeholders.
  • Draft and finalise stories for the website on events and health achievements in the country.
  • Supporting the website management process of WCO Maldives.
  • Supporting social media engagement.
  • Supporting the Communications and Technical teams in identification & development of relevant IEC (Information, Education & Communication) resource materials, communicating branding guidelines for preparing resource materials and disseminating the same timely to targeted audiences.
  • Commission translation of material and programming in other languages as needed Liaising with consultants / contractors engaged for press relations/communication/collaterals/documentation work.
  • Monitoring media covering relevant health news on a daily basis.
  • Participating in knowledge management activities as assigned.
  • Capturing and coordinating photos and video documentation of WHO's work in the country.
  • Sharing photos of health priority programmes for WHO regional photo library.

B. Media Relations & Activities

  • Serving as the liaison officer to the media.
  • Developing, planning, and implementing WCO Maldives's media strategy to generate maximum visibility for WHO Country Office for Maldives (within WHO also).
  • Exploring media partnerships with credible publications/trade magazines for generating desired visibility.
  • Arranging and holding press conferences, media briefings and interviews.
  • Writing press releases and other diverse range of information products for journalists in support of the WHO objectives.
  • Timely and correctly responding to media queries and dealing with misinformation or any misinterpretation by the media.
  • Assessing the overall effectiveness of WCO Maldives's press and media relations and making improvements in approach and technique.

C. Perform any other duties as assigned by the Supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in journalism or media-related field from a recognized university. Desirable: Postgraduate degree (Master's) in any of the above or a combination of training and experience.

Experience

Essential: At least one (1) year of professional experience in the field of journalism or media or public relations, including development communication. Desirable: Experience in WHO Country Office, UN Agencies or a large multi-national or international organization.

Skills

  • The incumbent should identify with the core values of the World Health Organization.
  • Thorough knowledge of public information and communication techniques; ability to write, edit and collate material for publications; ability to work harmoniously with people of different cultural background and ability to contribute productively to teamwork.
  • Strong Public Relations and Media Relations skills.
  • Very good written and oral communication skills in English and Divehi; ability to translate technical information into simple communication messages, well networked with mainstream media.
  • Sound technical and policy advisory skills, based on evidence. Modern management skills (planning and evaluation, etc.). Leadership skills with demonstrated ability to work effectively with government and colleagues in a team setting at national and international levels, to share information and data and make oral and written presentations on technical issues.
  • Very good ability to build and maintain relations and network with national authorities and other stakeholders across relevant sectors. Understanding of the potential motivating factors within national context and ability to adjust to new approaches in an increasingly complex environment. Capacity to convey information and options in a structured and credible way; ability to speak and write clearly. Ability to draft reports and capacity to prepare terms of reference and to prepare, monitor and manage the implementation of contractual agreements. Proficiency in computer applications. Knowledge of WHO /UN agencies programmes and practices will be an advantage.

REMUNERATION

Remuneration comprises an annual base salary starting at MVR 339,965 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
