You have:

  • Advanced university degree (Master's or equivalent) in Education Sciences, Social Sciences or related field.
  • 5 years or more of national experience in analyzing formal and non-formal training systems.
  • At least one similar mission carried out in collaboration with ministries of education and/or Teacher Training Institutes.
  • Understanding of the socio-economic context of Mozambique, including limited human and institutional capacities in the field of inclusive TVET.
  • Relevant experience working with national stakeholders in developing tools and systems to support TVET trainees.
  • Proven experience in managing partnerships and collaborations with government and non-government stakeholders in the TVET sector.
  • Fluency in both oral and written communication in Portuguese & English.

Basic Purpose:** 1. **INSTITUTIONAL AND GLOBAL CONTEXT** UNESCO is the only United Nations agency working at all levels of education, including Non-Formal, Technical and Vocational Education (TVET) and Higher Education. This holistic view of education has made it the agency responsible for globally monitoring the implementation of Sustainable Development Goal 4 (SDG 4). The adoption of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) at the United Nations General Assembly in September 2015 reflected a new understanding of development: one that emphasizes the interconnections between social, economic and environmental issues. Education is central to the Agenda and is covered by SDG 4: “Ensure equitable access to quality education and promote lifelong learning opportunities for all.” The Incheon Declaration of the same year also calls on UNESCO Member States to “ensure inclusive, equitable and quality education and promote lifelong learning opportunities for all.” Long Description ---------------- 1. **MOZAMBIQUE CONTEXT AND THE ROLE OF TECHNICAL AND VOCATIONAL EDUCATION** The Mozambican government attaches strategic importance to Vocational Education (VE) due to the role it plays in meeting the country's growing economic and social development needs and as part of the government's efforts to reduce poverty and increase the income of Mozambicans. This objective has been operationalized through the implementation, since 2006, of a broad and profound Reform of the EP to establish a System of Technical-Vocational Education (TVE), Vocational Training (VT), Extra-Institutional Vocational Training and Higher Professional Education, which is integrated, coherent, flexible and oriented towards the demands of the labor market, promoting the participation of its social partners, namely the private sector, workers' unions and civil society. The main objective of the reform is to facilitate the transition from a supply-based training system to a demand-driven system and to equip training beneficiaries with greater technical skills and professional competencies demanded by the labour market and to improve the quality and relevance of Vocational Education in Mozambique, with a focus on institutions and programs in relevant economic sectors. Duties and Responsibilities:** - The specialist will co-lead with the lead specialist (specialist with international experience in TVET) the entire process of preparing and writing the Mozambique TVET Strategy and the respective Action Plan. - He/She will provide support to ensure alignment and consistency throughout the process, ensuring that all components are cohesive, interconnected and aligned with national priorities and strategic objectives. - He/She will be responsible for coordination with Mozambican national authorities. - He/She will ensure that the process and its outcomes are aligned with government priorities, fostering a strong sense of ownership and commitment to the Strategy and Action Plan, through collaboration with the national technical team composed of government officials. - The specialist will support the documentation of the methods, data and sources used for the cost projections, to ensure transparency and replicability. - He/She will support the incorporation of inputs from the technical team of national and international experts and UNESCO, as well as the finalization of the Strategy and Action Plan, presenting the final documents during the national validation workshop in Mozambique, in collaboration with the international expert on PE. - He/She will support the capacity development of local stakeholders in terms of planning, coordination and management of TVET. - He/She will support the organization and actively participate in the workshops, interviews and analysis that will lead to the drafting of the TVET Strategy and the related Action Plan. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education & Certifications:** Advanced university degree (Master's or equivalent) in Education Sciences, Social Sciences or related field.
