**OVERVIEW** Parent Sector : Natural Sciences Sector (SC) Duty Station: Jakarta Job Family: Natural Sciences Type of contract : Non Staff Duration of contract : Up to 1 month Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 10-NOV-2020 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** 1. **Background** UNESCO designated sites, including World Heritage (WH) sites, Biosphere Reserves (BR), and UNESCO Global Geoparks (UGGp), conserve valuable natural and cultural heritage, unique biodiversity, and geological landscapes. These sites demonstrate sustainable resource management and contribute to sustainable science education. Most of the UNESCO designated sites in Asia and the Pacific are exposed to multiple hazards. The adverse impact of the disaster will threaten the valuable assets, lives of residents and visitors, and local economy. The hazards arising from Climate Change have been the pressing issue in some places like Pacific islands, and some of those hazards may not be reduced just by adaptation. Promoting Disaster Risk Reduction (DRR) through proper disaster risk management activities can save those valuable tangible and intangible assets from disaster damage. Yet, there are gaps in the level of implementation of disaster risk management activities at the sites in this region. Long Description The project aims at developing capacity of disaster risk management of UNESCO designated sites in the region. The project will 1 develop a disaster risk management handbook for UNESCO designated sites in the region, 2 implement small pilot projects at UNESCO sites in the region, and 3 organize knowledge exchange meetings. This assessment is implemented to collect good practices and identify success factors and challenges which will be the contents of the disaster risk management handbook. UNESCO designated sites have commonalities in their key assets but are diverse in scale, geography, and management scheme, which makes it difficult to immediately transfer the lessons learned from one site to another. Therefore, meaningful knowledge sharing is possible if we pay attention to different governance of sites and focus on the process rather than result. Therefore, the handbook will showcase the good practices which include implementation process and associated success factors and challenges. And the handbook will categorize the knowledge per key site governance schemes: national government led, local government led, community or private sector led, and mixed. Long Description **II. Objective** The consultancys overall purpose is to conduct online interviews with UNESCO designated site managers and develop a report on the disaster risk management practices at the UNESCO designated sites, which highlights implementation process, success factors, and challenges. The primary target sites are the sites which are anticipated to have good practices in disaster risk management based on the existing literatures (e.g., Peoples Republic of China, Japan, and Republic of Korea). The reports will be part of the handbook on the disaster risk management at UNESCO designated sites which will be useful for the managers of UNESCO designated sites (WH, BR, and UGGp), administrators and policymakers in the region to improve DRM of their sites. The handbook addresses disasters of natural origin. Long Description **III. Output** A report in English on the disaster risk management practices at UNESCO designated sites in Asia and the Pacific region. **IV. Input** UNESCO will provide 1 the list of key questions to be used during the interview, 2 available contact information of the site managers, and 3 literatures which are useful to understand the background of this project. Long Description **V. Duties and Responsibilities** Under the authority of the Director of UNESCO Jakarta Office, and direct supervision of the Professional Officer of DRRTIU or IOTIC, the Consultant shall develop an assessment report on the disaster risk management practices at UNESCO designated sites. To this end, the Contractor shall 1. Develop the workplan, including the list of sites to be interviewed (at least five sites) and interview questions which are developed based on the key questions shared by UNESCO. The questions should be developed to cover the following subjects 1. Exposed hazards and past disaster experience 2. Governance of disaster risk management at the site 3. Existing technology and science based information 4. Existing disaster risk management activities 5. Success stories and challenges Long Description 2\. Submit to UNESCO for approval the proposed workplan and payment claim no later than 15 November 2020 3\. Conduct and record the interviews with the selected site managers preferably via online platform with potential followups. Request and obtain relevant documents, eg disaster risk management plan. Ensure receiving a written consent from each interviewee for their agreement to be recorded during the interview and UNESCO may use the content for other purposes under this project. 4\. Develop the summary of interview reports supported by the relevant documents from interviewees. 5\. Submit to UNESCO for approval no later than 10 December 2020 1. The summary report in English of at least five interviews together with the recordings and supportive documents from the site managers 2. Verification of these qualifications will be based on the provided curriculum vitae provided by the applicant and additional information (if any) such as web links or electronic copies of examples of recently completed reports, research papers, or articles that demonstrate the familiarity with the subject of the project. **REQUIRED QUALIFICATIONS** The consultant should possess the following qualifications 1. At least 2 years of professional experience in Development and review of multi hazard disaster risk management and DRR strategies or plans at the local level, having strong international experience, especially working with countries in Asia and the Pacific and leading global experts in disaster risk management and strong record in leading case studies and data collections. 2. Advanced university degree in disaster risk management, engineering, natural sciences, and other disaster risk management related fields. 3. Professional experience or expertise in programme management related to educational and scientific research or activities 4. Demonstrated good quality interpersonal skills in communication, and proven ability to prepare high quality reports. 5.
