Efforts include implementing innovative initiatives that, through the enhancement of intangible cultural heritage (ICH), provide sustainable responses to the fragile context of the Sahel region, impacted by a security crisis, climate change or the effects of the COVID-19 pandemic. Recent results in the region include the production of the first national inventory of living heritage in Senegal (2020) and the reinforcement of national capacities in ICH safeguarding in Burkina Faso, Cabo Verde, Senegal, and Guinea-Bissau through different activities (2015-2022) linked to the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage (hereinafter the ‘2003 Convention’). A geographical focus is put on sustaining The Gambia’s efforts to implement the Convention. Since the inscription of ‘Kankurang, Manding initiatory rite’ on the Representative List of the Intangible Cultural Heritage of Humanity in 2008 (joint nomination with Senegal) several activities have taken place. They include the elaboration of an action plan for the safeguarding of the Kankurang (2006-2009); a needs assessment for ICH safeguarding (2015); a pilot inventory of living heritage elements contributing to DRR and nature conservation (2021-2022). Efforts to safeguard living heritage are intertwined with activities to protect and promote Gambian World Heritage sites including those strengthening the valorization of the Stone Circles of the Senegambia (2020-2021) and the update and review its management plan (2016) or the update and review the site management plan of Kunta Kinteh (2013) and the rehabilitation of the CFAO building (2017). To pursue efforts to implement the 2003 Convention in the Gambia, the project “Strengthening National Capacities for Safeguarding Intangible Cultural Heritage for Sustainable Development” is being launched on Q4 2022. https://ich.unesco.org/en/projects/capacity-building-for-safeguarding-intangible-cultural-heritage-and-contributing-to-sustainable-development-00475 Its objective is to reinforce the capacities of national government officials, associations, academia and communities on how to better safeguard ICH through the effective implementation of the 2003 Convention and its various mechanisms, reflect on policy issues related to living heritage, and undertake a pilot community-based inventory exercise, while promoting better visibility of ICH and awareness of its significance. This project aims to address the key recommendations of the ICH Needs Assessment Study carried out in 2015 by an international and national team. It is also in full alignment with the global capacity-building program initiated by the Secretariat of the 2003 Convention. **SCOPE OF THE ASSIGNMENT AND TASKS** ------------------------------------- I. Support the Regional Adviser for Culture in the implementation of the 2003 Convention in the countries covered by the Dakar Office and 1. Provide technical assistance to the work of the National Centre for Arts and Culture NCAC in the development of a pilot inventory of ICH in The Gambia contributing to reducing natural and human-induced disasters. Ensure its integration into national DRR initiatives and the intersectoral UNESCO Dakar project on Education and Sciences. 2. Coordinate joint activities with the Education sector focused on the integration of ICH and ESD and develop at least 1 joint activity 3. Assist the national teams in Niger and The Gambia for the preparation of their first Periodic report on the implementation of the 2003 Convention, to be submitted by December 2022. 4. Provide support to national stakeholders in West Africa Sahel in submitting at least 2 International assistance requests to the 2003 Convention funding mechanisms. II. Coordinate and provide technical support for the successful implementation of the project “Strengthening National Capacities for Safeguarding Intangible Cultural Heritage for Sustainable Development” including: 1. Produce a project implementation plan and budget agreed with the NCAC and coordinate its execution providing day-to-day backstopping: (i) monitor the implementation of capacity building activities and track results; (ii) organize the participation of 2 facilitators from the global network of the 2003 Convention and ensure regular collaboration with the national team and with stakeholders; (iii) ensure budget monitoring and track expenses against the budget plan and identify and redress deviations where required; (iv) assess implementation risks and anticipate delays and propose adequate solutions. 2. Provide technical support: (i) to adapt training formats to the local context and project needs, identify workshop participants and national experts in consultation with the partner; (ii) review training and activity reports (iii) provide recommendations for improvement and overall project cohesion; (iv) formulate strategies to raise awareness on ICH, including coordination with the Resident Coordinator Office and other UN Agencies, and to support project buy-in amongst stakeholders and youth; (v) build a strong exit strategy 3. Ensure project communication and reporting: (i) generation of at least 3 communication packages (web news article, social media posts) highlighting project milestones; (ii) coordinate preparation of project reports ; (iii) liaise with the UN Country Team on project achievements and seek collaborations to maximize project results; (iv) maintain regular communications with the Secretariat of the 2003 Convention. **MODALITIES OF IMPLEMENTAITON AND FEES** ----------------------------------------- **MODALITIES OF IMPLEMENTAITON AND FEES** The contractor will have to report, at each stage, on the progress of the work, to the Regional Advisor for Culture. He/she could seek the support of the 2003 Convention Secretariat if necessary. He/she must have personal work tools (laptop, internet connection, etc.), and take charge of his/her travel and communications. The costs of these logistics, including all research-related travel costs will be included in the lump sum payment of the consultancy contract. The work deliverables should be available on the dates stipulated in the contract. The duration of this consultation could be extended depending on the needs and the availability of funds.
