Organizational Setting:

FAO Representative in Madagascar, to Comoros, Mauritius and Seychelles is a multi-accreditation for identification, planning and implementation of FAO's priority activities based on the needs of national governments of the above listed countries.

Background

In the Seychelles, the cost of production and the retail price of locally produced pork and poultry meats is very uncompetitive in comparison to the imported equivalents, favouring the purchase and consumption of the imported meats. The uncompetitiveness nature of the national broiler and pork sub-sectors limits economic activities, affecting income and livelihoods of producers and other actors of these value chains. In order to study the root causes of this challenge and seek durable solution, the FAO at the request of the Seychelles government has approved a project called “Support to smallholder farmers to upgrade agriculture and to deal with imports of pork and broiler poultry in the Seychelles”. As part of project implementation, a study of the factors contributing to the un uncompetitiveness of the broiler and pork value chains and proposal on how to address them has planned. This recruitment is part of that effort.

Reporting Lines:

Under the general supervision of the FAO Representative in Madagascar and direct technical supervision of the FAO SFS Sub-Regional livestock development officer, the national consultant in regulation and institutional framework in close collaboration with the international consultant in regulation and institutional framework will participate on the realization of a study on the texts and legislation in force relating to the imports of poultry and pig meat to Seychelles and on the standards applicable to the breeding of poultry and pigs on all the value chain in order to bring out the factors generating the absence of competitiveness between the two approaches.

Tasks and responsibilities

The consultant will undertake the following activities to provide technical and functional support to the project “Support to smallholder farmers to upgrade agriculture and to deal with imports of pork and broiler poultry in the Seychelles – TCP//SEY/3803”.

  • Participate in the activities related to the evaluation of the texts and legislation in force concerning the importation of poultry and pork meat
  • Support the realization of a bibliographic work focused on the different texts and regulations in Seychelles regarding the importation of animal products in general and poultry and pork meat in particular and also for local production
  • Take part in surveys with the government and importing firms in order to identify aspects of the texts being applied that would contribute to the loss of market competitiveness in these two sectors
  • Contribute to the organisation of the workshop for the restitution and validation of the different results and recommendations resulting from the surveys on the two sectors in terms of standards, texts and legislation
  • Contribute to the elaboration and proposal of texts and regulations that will allow the creation of competitiveness on the poultry and pig market in Seychelles, more specifically for the import of inputs, services and the role of the different actors involved in each of the sectors
  • Act as FAO's direct interlocutor with the local authorities on regulatory and legislative issues within the framework of the project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Agricultural Engineering in Animal Science or Animal Production or a PhD in Veterinary Medicine, with certification or specialization in veterinary legislation or international trade
  • At least 5 years of relevant experience in veterinary or animal legislation activities
  • Proven experience in drafting legislation and regulations on the import of animal products and livestock
  • Nationality of Seychelles or resident in the country with a regular work permit.
