Purpose of Activity/Assignment:

UNICEF Social Policy Section is providing financial and technical support to the Ministry of Gender, Youth, Sports, Arts, Culture and Social Development (MOGYSACSD) for piloting cost-effective ways of updating of the social registry, the National Information System for Social Assistance (NISSA). The NISSA updating pilot is taking place in 4 community councils (CCs) in four districts as follows: Lehlakaneng CC in Mafeteng district; Ngoajane CC in Butha Buthe distrct; Bolahla CC in Leribe district; and Manonyane CC in Maseru district. A number of processes are remaining to complete the process in the pilot CCs including capturing of household data into the NISSA and facilitating community validation processes in two CCs.

The NISSA Unit of the MOGYSACSD therefore requires the services of a Community Based Targeting and Validation consultant to support the successful completion of the NISSA updating pilot in the two community councils. UNICEF on behalf of the MOGYSACSD is therefore looking for suitably qualified persons with requisite experince in the NISSA updating processes to work with the NISSA Unit to complete the NISSA updating pilot in the concerned community councils.

Scope of the work

Goal and Objective****: To support the successful completion of the NISSA updating pilot in 2 districts of Butha Buthe and Maseru districts.

Provide details/reference to AWP areas covered: The assignment for the consultancy will contribute to the achievement of outcome 3/output 3.1 of the Social Policy Section’s annual work plan.

Activities and Tasks:

The consultant is expected to undertake the following key activities:

  • Work with Butha Buthe and Maseru districts Social Development teams to acquire paper-based household information and digitize it into the NISSA.
  • Liaise with the Ministry’s IT section to ensure that the household data are properly synchronized into the NISSA database for them to be available for the community validation exercise.
  • Using already available training materials, effectively facilitate a one (1) day refresher training for the Butha Buthe and Maseru districts Social Development teams on the community validation process.
  • Work with NISSA Unit, Butha Buthe and Maseru districts Social Development teams to develop detailed, concrete and feasible plans for completion of the community validation process in the two districts.
  • Oversee and support the district teams to timely and effectively conduct validation processes with all concerned communities and documenting these processes.
  • Draft comprehensive and quality district specific reports of the community validation process in the two districts.

Minimum qualifications required:

  • Bachelors

Knowledge/Expertise/Skills required:

  • At least 5 years of experience of community or social development and research data collection, tabulation and analysis in excel or other statistical software.
  • Project management and implementation of large-scale surveys.
  • Knowledge and experience with participatory methodologies of data collection is a must Possess excellent training and facilitations skills.
  • Excellent knowledge and experience in NISSA updating processes and understanding of MISSA operations and ability to generate quality report.
  • Computer skills in software such as Word, Excel, Power Point and other statistical related software.

Competencies:

  • Ability to communicate appropriately with stakeholders and community members involved in the NISSA updating process to elicit reliable information.
  • Ability to manage and lead district level staff for successful completion of NISSA updating tasks; people management and teamwork skills.
  • Good interpersonal, communication (oral and written) and conflicts resolution skills.
  • Ability to interact constructively with officials at all government levels
  • Ability to maintain an understanding attitude and set an example of rigor in strict fulfilment of their own tasks.
  • Flexibility, creativity and ability to work under pressure

Language:

  • English fluency
  • Sesotho proficiency is a requirement

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
