In November 2019, UNICEF and China International Center for Economic and Technology Exchange (CICETE) signed a South-South Cooperation Assistance Fund (SSCAF) Implementation Agreement, which also served as the initiation of the SSCAF-Maternal, Newborn, Child Health (MNCH) Projects in eight African Countries (Democratic Republic of Congo, Ethiopia, Kenya, Niger, Nigeria, Sierra Leone, Sudan and Zimbabwe). Apart from improving access to health facilities and essential medicines for newborns and pregnant women, the project also focused on sharing best practices of MNCH improvement in China, through face-to-face and online trainings, and on-site technical support.

To facilitate online trainings delivered for project countries, an online learning platform (www.brhth.com) was jointly developed by International Health Exchange and Cooperation Center (IHECC) of National Health Commission and UNICEF China. In 2020-early 2021, two training courses were delivered by SSCAF MNCH project through the online learning platform adapting to the COVID-19 pandemic situation.

In the 2021-2025 country program cycle, UNICEF will continue its support to National Health Commission and CICETE through the SSC-MNH project. The project aims to (1) promote the exchange in knowledge and skills among health officials and experts, especially for maternal and newborn health between China and other countries; and (2) strengthen the capacity of Chinese agencies to deliver quality training program through the training hubs. A key project component that supports both objectives is to upgrade the online learning platform (www.brhth.com) to better support the delivery of online training courses, and knowledge exchange.

How can you make a difference?

  • Conduct review and primary assessment of the functionality of the online learning platform (www.brhth.com) with recommendation proposed.
  • Provide technical support to national counterpart in updating the design and functionality of the online learning platform.

Methodology & Expected Output:

The training courses supported by the SSC-MNH project will be delivered through the online learning platform, which contributes to the overall outcomes of the IHECC-UNICEF SSC-MNC project. Expected functions to be added or updated in the online training platform include: information release and publicity, online demand survey, online course application, learning and certification, discussion boards, and a knowledge exchange portal.

To qualify as an advocate for every child you will have…

  • Minimum Academic Qualifications required and disciplines:
    • Advanced degree in web design/ IT/ education, communication or related areas.
  • Knowledge/Experience/Expertise/Skills required:
    • At least ten years’ working experiences in e-learning platform design, implementation and evaluation.
    • Experiences in website design.
    • Knowledge and skills in Chinese would be an asset.
    • Experiences of working with UN agencies or other international organizations would be an asset.

- Good command in English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
