Background of Consultancy Request:

In November 2019, UNICEF and China International Center for Economic and Technology Exchange (CICETE) signed a South-South Cooperation Assistance Fund (SSCAF) Implementation Agreement, which also served as the initiation of the SSCAF-Maternal, Newborn, Child Health (MNCH) Projects in eight African Countries (Democratic Republic of Congo, Ethiopia, Kenya, Niger, Nigeria, Sierra Leone, Sudan and Zimbabwe). Apart from improving access to health facilities and essential medicines for newborns and pregnant women, the project also focused on sharing best practices of MNCH improvement in China, through face-to-face and online trainings, and on-site technical support. To facilitate online trainings delivered for project countries, an online learning platform (www.brhth.com) was jointly developed by International Health Exchange and Cooperation Center (IHECC) of National Health Commission and UNICEF China.

In the 2021-2025 country program cycle, UNICEF continues its support to National Health Commission and CICETE through the Training Hub of South-South Cooperation on Maternal and Newborn Health Project (SSC-MNH project). The project aims to (1) promote the exchange in knowledge and skills among health officials and experts, especially for maternal and newborn health between China and countries; (2) strengthen the capacity of Chinese agencies to deliver quality training program through training hubs. One of the project components is to update or create new training course package that can also be supported by the online training platform.

During 2017 and 2020, the National Health Commission and UNICEF China jointly implemented the Demonstration Project on Eliminating Mother-to-Child Transmission (EMTCT) of HIV, Syphilis and Hepatitis B. China is among the pioneering countries in committing to the elimination of three diseases (HIV, syphilis and hepatitis B). As part of project documentation exercise, best practices generated from project sites were identified and summarized in 2021. These will serve as a critical resource for the scale-up of EMTCT project experiences across the country. Experiences, including lessons learnt through the implementation are also of interest to other countries on track to achieving elimination of mother-to-child transmission of HIV, syphilis, and hepatitis B.

To facilitate the sharing of best practices from China, an online training package to senior public health sector staff will be developed by 2021. The training will be delivered through an online learning platform (www.brhth.com), which is jointly developed by IHECC and UNICEF China. All course materials and training modules must be fully compatible with the training platform.

4. Five to six sets of quiz questions.
5. Pretest and posttest questions.
6. Course assessment questions.
7. Interactive components to be imbedded in online training videos.

Wrap up and recommendations for development of online training course.

Final report, with focus on lessons learned and recommendation for development of online training course in the future.

Methodology & Expected Output:

The EMTCT best practice online training package will contribute to the scale-up of experiences and lessons learned from the NHC-UNICEF EMTCT demonstration project in other countries with interest of achieving elimination of mother-to-child transmission of HIV, syphilis and hepatitis B in the near future. Furthermore, it will enrich the resources to be disseminated through the SSC-MNH project.

Consultancy Requirements:

• Minimum Academic Qualifications required and disciplines:
  • Advanced degree in public health, maternal and child health, social science or related areas.
• Knowledge/Experience/Expertise/Skills required:
  • At least ten years’ working experiences in PMTCT/ HIV prevention.
  • Experienced trainer with demonstrated skills in training curriculum development.
  • Understanding of Chinese context or experiences on working on projects implemented in China would be an asset.
  • Knowledge and skills in Chinese would be an asset.
  • Experiences of working with UN agencies or other international organizations would be an asset.
  • Good command in English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
