ORGANIZATIONAL CONTEXT:

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The WFP Technology Division (TEC) seeks to digitally enable the organization to deliver this mandate in an effective and efficient manner, with sufficient agility required for humanitarian operations.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Under direct supervision of the Team Leader for Network/Telco operation and the general supervision of the Head of Unit, the specialist will be a critical team member supporting the HQ Local Area Network (LAN) and the WFP Wide Area Network (WAN). The specialist will play a crucial role in visioning and implementing new network technologies that will improve WAN performance and enhance Network Security within the organization. The specialist will also be responsible for managing core network infrastructure, implementation of new architectures for both LAN and WAN as well planning for network changes. She/He will also perform monitoring and prepare technical reports for the Capacity Planning team. Furthermore, the specialist will participate in activities related to the delivery of managed connectivity services.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Provide support to field offices for the deployment of SD-WAN and continuous support to field offices within the agreed SLA for all Service requests and Incidents raised related to SD-WAN

  2. Supporting field offices in performing global changes for VSAT Migration project and supporting issues related to day-to-day tasks

  3. Escalate and coordinate with L3 and vendor support team whenever required

  4. Coordination and implementation of Secure VOIP Deployment in all Field Offices and provided seamless support afterwards for all request/issues related to VOIP Service

  5. Support and drive IT officers on training for utilization of the new Fortigate devices.

  6. Sustain corporate guidance, SOPs, standards, and roadmaps on LAN, WAN, satellite and wireless technologies, SD-WAN and WAN optimizations.

  7. Keep informed of emerging and developing technologies in Information Technology, with a focus on network security strategies.

  8. Assist HQ, and field Network offices with tickets using our ITSM Tool.

  9. Adhere to Incident management and change management procedures

  10. Coordinate monitoring of field and data centre devices with the new monitoring tool WhatsUp Gold.

  11. Work closely with IT security teams to provide high-level network guidance and support for prevention and mitigation of threats and abuses on the core network.

  12. Fine-tune the current infrastructure to optimize network performance over the WAN/LAN.

  13. Assist Field staff to the registration of new ISP Links, contracts, billing in GLASS

  14. Participate in Network project activities as directed for HQ network and connectivity team

  15. Roster management, Team meeting participation, Customer communication quality improvement as a continue process

  16. Support field operations through onsite missions.

  17. Perform other related duties as required

DELIVERABLES:

The Network Specialist must deliver the above mentioned and:

  • As part of the continual optimisation on the HQ and global WAN infrastructure, work as part of the team with different branches in TECM to review current infrastructure and recommend alternative solutions for both core and edge solutions.
  • Support the continuous improvement of HQ Audio video conferencing infrastructure and high-level recommendations.
  • Maintain HQ / WAN technical infrastructure in optimum condition and ensure sufficient redundancy.

  • Play an active part in the current Secure SIP implementation of WFP PABXs Globally.

  • Provide support in the rollout and support of new SD-WAN technology to the field.
  • Complete review of HQ Audio video conferencing infrastructure and high-level recommendations.
  • Develop plan to integrate selected WFP standard UC environment into current infrastructure and implement.
  • Participate in the implementation of new architecture design of HQ LAN components.

  • Participate in the decommissioning of discontinued services in LAN and WAN.

  • Maintain HQ / WAN technical infrastructure in optimum condition and redundant state.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in the field of Computer Science/Engineering or related STEM disciplines with Cisco CCNP and Fortinet NSE 4 certification.

Experience:

A minimum of 5 years of relevant work experience, in providing IT services/solutions, network planning, implementation and related activities, experience improving IT services/solutions

Or

A minimum of 5 years of relevant work experience in LAN/WAN field. With strong understanding of technologies below.

Technical Skills & Knowledge:

  • Strong interpersonal skills: Excellent communication and collaboration skills and ability to work in multicultural contexts
  • Network planning, implementation and debugging (LAN, WAN and datacentres).
  • Switching and routing based on various Cisco platforms (29xx, 39xx, Nexus,9xxx and others)

  • VPN technologies (IPSEC, DMVPN, SSL)

  • Strong knowledge of information Systems Security (Cisco ASA, HP Tipping point)
  • Network access control (Cisco ISE)
  • Wireless LAN technologies (Cisco, Ruckus, Meraki, Ubiquiti)
  • WAN technologies (Cisco, Fortinet)

  • WAN acceleration (Riverbed and Cisco WAAS)

  • Network Monitoring such as Nagios, WhatsUpGold, IP Monitor, Ntop.
  • VoIP – Cisco Unified, Poly, Unified communication.
  • Secure SIP PABX

    Language:

  • Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
