• Master’s degree in social sciences, economics, statistics, geography, international relations or related field
• At least 4 to 5 years of relevant work experience with increasing responsibilities
• Experience in conducting needs assessments and analysis
• Proven experience of qualitative research capacity
• Proven experience in collaborating with external partners
• Strong analytical and research skills (mainly qualitative analysis)
• Knowledge of qualitative analysis packages (Nvivo)
• Knowledge of food security sector
• Excellent communication’s skills (orally and in writing)
• Successful track record in developing project proposals
• Knowledge of statistical package (SPSS) is a plus
• Fluent written and oral English; fluency in French is preferable

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Needs Assessment & Targeting Unit (RAMAN) – part of WFP’s Research, Assessment

and Monitoring Division – is responsible for supporting food security and vulnerability assessments as well as targeting and prioritization processes across countries where WFP

operates. The unit also leads thematic research – using innovative tools - on topics such as migration, youth, human capital and urbanization and produces studies aiming to inform policy and programme decisions. Based in WFP’s headquarters, RAMAN plays a key

role in providing guidance and strengthening capacity for staff and partners on assessments, analysis, targeting and prioritization.

RAMAN is seeking a consultant to lead qualitative research and innovation projects in close

collaboration with external partners, as well as enhance the qualitative component of the

needs assessments and analysis to guide strategic and programmatic decision-making.

ACCOUNTABILITIES / RESPONSIBILITIES:

Under the overall supervision of the Head of the Needs Assessment & Targeting Unit, the

consultant will be responsible for the following activities:

• Write research and project proposals to support to RAMAN activities;
• Support the development of qualitative research and analysis capacity of VAM

officers;

• Develop technical guidance on the use of innovative tools for remote assessments

and guide Regional Bureaus and Country Offices during the set-up and

implementation;

• Conduct research on emerging global trends including, but not limited to topics

related to migration, human capital and youth;

• Foster and maintain strong internal and external partnerships on joint studies and

related activities (WFP School-based programmes, IOM, etc.);

• Lead mixed methods (quantitative and qualitative) needs assessments to inform

programme design and targeting (with special focus on qualitative data collection

analysis and reporting);

• In collaboration with the food security researcher and targeting team, monitor

and report on progress of existing RAMAN projects and develop new research and

project proposals;

• Perform other related duties as agreed with the supervisor.

DELIVERABLES AT THE END OF THE CONTRACT:

• Three Project proposals developed, and progress reports prepared
• Joint study on human capital and youth finalized
• Guidance on the use of web-surveys developed
• Reports at regional and country level produced

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Master’s degree in social sciences, economics, statistics, geography, international relations or related field

Experience:

At least 4 to 5 years of relevant work experience with increasing responsibilities; experience in conducting needs assessments and analysis; proven experience of qualitative research capacity; proven experience in collaborating with external partners

Knowledge and Skills:

Strong analytical and research skills (mainly qualitative analysis); knowledge of qualitative analysis packages (Nvivo); knowledge of food security sector; Excellent communication’s skills (orally and in writing); successful track record in developing project proposals knowledge of statistical package (SPSS) is a plus. Languages:

Fluent written and oral English, fluency in French is preferable.
