Result of Service The objective of this consultancy is to provide technical support to the Ministry of Environment and Climate Change of Brazil and to the UNEP Brazil Office in structuring and developing public policies and governance mechanisms that will upscale Brazil´s implementation of the Kunming-Montreal Global Biodiversity Framework.

The consultant will perfom the following tasks:

  • Contribute with the development of a proposal from MMA to the Global Biodiversity Framework Fund.
  • Participate in meetings and prepare minutes of meetings with internal and external partners. Mobilize people and institutions and manage working groups.
  • Review relevant documents and reports from UNEP, the Brazilian Government and other stakeholders, as required, and extract relevant conclusions and inputs.
  • Analize and structure data and technical information.
  • Prepare and review documents and presentations, as well as overseeing document flow and process management.
  • Contribute with the preparation of workshops, seminars, meetings, and other events when requested.

    Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). To cement the foundations of its thematic work, UNEP will step up on the delivery of its core mandate areas, catalyzing actions outlined in two foundational subprogrammes: Science-Policy and Environmental Governance. All this work will be accelerated through a set of systemic actions focused on the delivery of impact at scale, outlined in two enabling subprogrammes: Finance and Economic Transformations and Digital Transformations.

UNEP’s Latin America and the Caribbean Office is located in Panama City, Panama and has offices in Brazil, Jamaica, Mexico and Uruguay. UNEP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by creating a new relationship between people and nature, and between economic growth and environmental sustainability.

UNEP Brazil Office is working in alignment with Ministry of Environment and Climate (MMA) to accelerate the implementation of the Global Biodiversity Framework (GBF) in Brasil. The purpose of these terms of reference is the recruitment of a professional who meets the requirements to provide technical support to the Secretariat of Biodiversity, Forests and Animal Rights of the Ministry of Environment and Climate Change and UNEP Brazil Office in structuring and developing public policies and governance mechanisms that will upscale Brazil´s implementation of the Kunming-Montreal Global Biodiversity Framework. This includes strategic projects related to Protected Areas, biodiversity conservation and restoration, landscape connectivity, governance mechanisms, integrated information and knowledge management, and the development of a project proposal for the Global Biodiversity Framework Fund. This consultancy will address GBF targets 1, 2, 3, 4, 6, 8, 11, 12 and 21.

The incumbent will be supervised by the UNEP Brazil Representative, and will work 40 hours per week, full time, in the UNEP Brazil Country Office, located in Brasilia, Brazil.

Qualifications/special skills ACADEMIC:

Bachelor’s degree in sustainable development, public policy, public administration, environmental sciences, ecology, biology, natural resources management, social sciences or related field is required.

Master’s degree in sustainable development, public policy, public administration, environmental sciences, ecology, biology, natural resources management, social sciences or related field is desirable.

PROFESSIONAL:

A minimum of four (4) years in the field of environmental sciences, sustainable development, public administration is required.

Languages LANGUAGE:

Fluency in English is required. Fluency in Portuguese is required.

Additional Information SPECIAL KNOWLEDGE AND SKILLS:

Experience working with an international organization is desirable. Experience in working within or with government sector is desirable. Experience in issues related to biodiversity and natural resources or related areas is desirable.
