Key accountabilities, Specific Duties and Tasks

Working closely with the Office of the Federal Attorney General (FAG), UNICEF and other NCB members to assess and update the 2011-2015 National Action Plan and Strategy on Violence against Children and Women, the consultant will report regularly to UNICEF and the Federal Attorney General Office as a coordinating institution and the consultant will be responsible for the following specific tasks:

  • Undertake an assessment of the implementation status of the 2011-2015 National Action Plan and Strategy on Violence against Children and Women. This involves developing the methodology for and carrying out the assessment;
  • Review the existing the 2011-2015 National Action plan and strategy on violence against children and women and consult with the relevant ministries in the NCB (FAG, MOWCY etc.) and other relevant stakeholders to identify the gaps in the current action plan and strategy vis-à-vis the National Children’s Policy (2017) and other policy documents, relevant international standards and recommendations (including CRC Committee Recommendations, ACRWC Committee commendations and UPR).
  • Based on the review findings, revise the 2011- 2015 National Action Plan and Strategy on Violence against Children and Women through a consultative process with the stakeholders
  • Facilitate validation process in coordination with Federal Attorney General with the relevant line ministries and other partners to collect inputs, finalize and endorse the updated National Action Plan and Strategy on Violence against Children and Women.

Develop the methodology for and conduct an assessment of the status of implementation of the2011- 2015 Action Plan and Strategy by engaging with NCB members and other relevant stakeholders, including identifying the challenges and bottlenecks for implementation

July 01-July 15, 2020 (partially home/desk based and through virtual meeting and email communications)

2.

Review and update the 2011-2015 National Action Plan and Strategy on Violence against Children and Women based on the assessment results and in consultation with the NCB members and other relevant stakeholders

July 15- August 31, 2020 (partially home/desk based and through virtual meeting and email communication and if permitted by situation face to face meetings with the NCB members)

3.

In coordination with the Federal Attorney General identify and implement a process for validation of the updated National Action Plan and Strategy on violence against children and women with the participation of the NCB members.

September 01-September 15, 2020 (depending on the COVID situation, either virtual meeting or face to face validation meeting)

4.

Finalize the National Action plan and Strategy document based on the comments provided during the consultative workshop and share both to Federal Attorney General and UNICEF.

September 16- September 30, 2020 (partially home/desk based and through virtual meeting and email communication)

Required background and Experience

  • Master’s degree in development studies, public affairs, law, human rights, social work, or in other related fields
  • Minimum ten years of progressively responsible professional work experience at the national and/or international level in Child Protection/ Violence against Children.
  • Experience in developing plans of action, strategies, guidelines, standards on violence against children and/or related issues
  • Excellent writing skills
  • Demonstrates a high level of proficiency in English (both verbal and written communication)
  • Good analytical, negotiating, communication and advocacy skills;
  • Excellent skills in negotiation and in working with people

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
