Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations. With presently 194 member states, FAO works in more than 130 countries worldwide, including Vietnam where the Organization has operated since 1978. The current Country Programming Framework (CPF) for the period of 2017‑2021 has four priority areas: (1) Increased food security with focus on alleviation of hunger, malnutrition and food safety concerns; (2) Sustainable development of the agriculture sectors, contributing to the national Green Growth and other strategies on improved natural resources management and environment protection; (3) New Rural Development and Sustainable Poverty Reduction; and (4) Enhanced resilience of communities to disasters and threats. The incumbent’s tasks will largely fall under the fourth priority area.

Reporting Lines

The incumbent will work under the overall guidance of the FAO Representative in Viet Nam, the direct supervision of ECTAD Senior Technical Coordinator of the Emergency Center for Transboundary Animal Disease (ECTAD) and in close collaboration with ECTAD team relevant government partners.

Tasks and responsibilities

  1. Meet with Vietnam Administration of Forestry (VNFOREST), the Vietnam CITES Management Authority (CITES MA), FAO staff, database system developer and other relevant stakeholders to:
    • Identify needs, requirement and plan of using national database for management of captive wildlife facilities (CWFM)
    • Review CWFM training documents, software features, training materials and feedback of trainees and users’
    • Update information required and report templates from CWFM software
    • Compile list of participants, users, focal points of the provinces
  2. Develop tools (questionnaires) for online survey and interview on the use of CWFM, recommendations for updating, expanded implementation and periodical reporting
  3. Conduct interview (face-to-face or virtual interview) with at least 8 subdepartment of forestry protections (SDFPs) (include 2 piloted provinces, 2 non participated provinces)
  4. Attend dissemination workshops as rapporteur to collect contributions and recommendations of the participants on the use of the CWFM
  5. Produce report on the use of the CWFM software and roadmap (actions, milestone with timeline) for nationwide application
  6. Perform other duty as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  1. Bachelor degree in conservation management, wildlife biology, forestry or other related field
  2. Relevant experience in design, monitoring and evaluation of development activities
  3. Excellent analytical and report-writing skills in both English and Vietnamese including ability to communicate complex concepts and develop relevant, useful recommendations
  4. Experience in working with government agencies at both national and provincial levels
  5. National of Vietnam-.
