Background

BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women and the Government of Kazakhstan intend to set-up as a virtual community of practice for the Central Asia to advance gender equality. It will operate as a virtual learning platform to convene knowledge on priority GEWE issues in the current context of COVID-19 recovery and building back better. It will provide a space for partners from national Women/Gender Equality mechanisms, Gender Focal Points from the sectoral ministries, parliamentarians, CSOs and experts to meet regularly and exchange views and ideas on how to effectively integrate gender mainstreaming in their work, promote gender equality in line with the international standards and norms. They seek to unleash creative thinking, reduce learning lags, share best practices, provide spaces for open conversations, identify collective learning and knowledge, build on the lessons learnt, enable shared understandings and consensus-building, tease out complex issues, unbundle the “how-to” and facilitate a deeper understanding of other people’s perspectives and one’s own views and thinking process. The links between policy and programming by bringing experts and practitioners together in regular dialogues will be ensured.

Thus, the virtual learning platform is expected to support to exchange and network, enhance capacities, create a sense of community and solidarity, develop and share innovation, and increase effectiveness and efficiency in knowledge management on gender equality and empowerment of women in Central Asia, including in the context of COVID-19 for successful response and recovery.

It will also include a virtual repository that enables all partners to access knowledge products, materials and information in Russian and/or local languages. The repository will be regularly updated and a quarterly digest presenting new publication or resource materials will be produced and shared.

Duties and Responsibilities

OBJECTIVE

The main objective of the assignment is to design, develop and implement a bilingual website/webpage (in Russian and English; some of the pages may be presented in other CA local languages as well (Kazakh, Kyrgyz, Tadzhik, Turkmen and Uzbek languages) for the virtual knowledge platform for regional virtual community of practice on Gender Equality and Women’s Empowerment (GEWE). The interface should be approved by UN Women Programme Specialist and UN Women GEWE Virtual Platform Coordinator.

ScOPE OF THE WORK

  • Develop an innovative website, which is visually appealing and user friendly, with a consistent interface, as well as with quick loading, uploading, and downloading function to perform content upload, system maintenance and administration.
  • Ensure the compatibility of the design with major browsers (Firefox, Chrome, Safari)
  • The website must be in both Russian and English languages, some of the pages may be presented in other CA local languages as well (Kazakh, Kyrgyz, Tadzhik, Turkmen and Uzbek languages)
  • Technical support and quality control for a period of 12 months.
  • To transfer all necessary materials from the other websites and incorporate into the revamped website, or archive as appropriate.
  • To provide the final report on completion the work and share with UN Women all relevant background information, codes, passwords, etc.

ADDITIONAL COMMENTS

  • Administrator should easily develop, maintain and update the website’s content, scope, design, and placement structured per thematic areas and conduct any other operations needed to control and update the website without the need to contact every time the web developer.
  • Initial layout of information content should be made by the Contractor with the direct participation of UN Women.
  • UN Women will provide all necessary text and graphic materials, as well as comments regarding their content, scope, design, and placement structured per thematic areas
  • The website will showcase UN Women joint programme activities in Central Asia, as aligned with the strategic priorities in GEWE area.

MANAGEMENT ARRANGEMENTS

Selected Consultant will work under the overall leadership of the UN Women Kazakhstan Programme Specialist and under the direct daily monitoring of the UN Women National Coordinator of UN Women for the virtual community of practice and UN Women Project Manager.

DELIVERABLES

This work will be considered complete upon submission and approval of the following deliverables:

  • The website is responsive, fully developed, functioning and running online without any flaws and include all requested documents and materials on GEWE.
  • Administration manual of the final products, including maintenance guidelines
  • Transfer of all user rights and administrative credentials to UN Women. The website is designed and programmed in a way that enables the UN Women to manage its content. This includes handover of admin right to UN Women (multiple admins) which will enable the UN Women to change all content autonomously
  • Final report cleared by UN Women National Coordinator of UN Women for the virtual community of practice and procced for signing by UN Women Representative
  • Source Code
  • Completed website security
  • Website has been delivered in a test mode for a review
  • Configuration documentation and guidelines which clearly state how to manage the website, details on the hosting arrangement, environment and its configuration are provided.
  • Mechanisms are in place which enable monitoring and reporting of website traffic.

DELIVERABLES AND TIMELINES

The assignment should be carried out within a period of approximately 1 – 31 March 2022.

Only candidates, who will accumulate at least 245 points of the maximum 350 points during the technical evaluation process, will be qualified for financial proposal*.

* Each candidate will be requested to submit consolidated financial proposal (a "consolidated financial proposal" that includes applicant's all expenses required to perform the tasks, including travel expenses for the task, etc.).

The financial offers of the technically qualified candidates will be requested and will be weighted in terms of selection points as per below formula:

B = T + Clow / C x 150, where

T- is the universal technical score awarded to the evaluation of the proposal (only those proposals that pass 70% of the technical evaluation);

C is the financial offer of the candidate; and

Clow- is the lowest financial proposal among all evaluated candidates;

150 is the maximum financial point that can be obtained.

The successful candidate will have accumulated the highest aggregated score (technical and financial scoring).

Payment will be made only if expected results will be achieved agreed package of documents and reports provided without delay and approval of UN-Women.
