Purpose of Activity/Assignment:

Since 2009, UNICEF WASH section has been providing technical support to Bangladesh Government and WASH Sector partners to strengthening sectoral evidence for better decision-making process. As a continuous process, recently, UNICEF WASH section initiated some activities to strengthen WASH institutional capacity toward evidence generation to support Bangladesh Government 8th 5-year plan and SDG 6.1 & 6.2 progress trucking.

This assignment closely related to evidence generation activities that UNICEF WASH section is executing in 2021.

(1) Research to assess the local market for hand hygiene products and services and

(2) Establishing National WASH Planning & Monitoring System (NWPMS)

The objective of “Research to assess the local market for hand hygiene products and services” to design and carry out a market assessment on hand hygiene products and services available at national and sub-national/local level including specific settings (i.e. water scarce, urban low income communities/slums , hard to reach, crowded places, etc.). UNICEF is going to engage a consultancy organization to conduct Hand hygiene products and services market survey. and

Th objective of 'to improve availability of evidence though routine data collection, analysis and management and use to drive decision' -making, investment, mobilization and optimization of resources’ allocation for improved access to quality and sustainable WASH services in Bangladesh. NWPMS will be used as an up-to-date tool to generate data for monitoring progress towards attainment of the national goals as captured in the sectoral plans and commitments towards national WASH goals (Bangladesh Govt. 8th 5-Year Plan) and SDG 6. UNICEF is going to establish NWPMS with close collaboration with Department of Public Health Engineering (DPHE) and Bangladesh Bureau of Statistics (BBS).

Under this assignment, recruited consultant will work closely with Hand hygiene product and service market survey agency and national committee of NWPMS to undertaking following tasks:

  1. QA/QC of National Hand Hygiene Product and Services Market Survey methodology and field data
  2. Finalize Hand Hygiene Product and Services Market Survey Inception and Final report
  3. Draft to finalize NWPMS - The sampling frame for the survey with the Bangladesh Bureau of Statistics
  4. Draft to finalize NWPMS WASH Thematic Indicators with WASH Sectoral Thematic Groups
  5. Draft to finalize Bangladesh National WASH Performance Monitoring Systems (NWPMS) conceptual framework

Minimum Qualifications/Knowledge/Expertise/Skills required:

  • Masters/Advanced university degree in one of the following areas:

Social Science (biostatistics) or Public Health Engineering, Business Administration or a field relevant to WASH related development assistance. Minimum 5 years’ working experience in development field but preferable high number year of working experience in the water and sanitation sector (UN or international development agency, donor, government regulatory body, research or academic institution or the private sector);

  • Well conversant with global policies and strategies of the water supply and sanitation sector.
  • Extensive experiences working in Bangladesh WASH context.
  • Extensive experience in statistical modelling designing and exercising
  • Familiarization with the policy environment of Bangladesh, the challenges within the WASH sector and the capacities of various stakeholders, would be considered an asset.
  • Extensive experiences in leading WASH study design, sampling design, field implementation, supervising and quality assurance to measure the technical implementation of the UNICEF WASH program
  • Lead and coordinate data analysis efforts involving multiple analysts, author findings report, and disseminate results nationally and internationally
  • Design and implement qualitative assessments to add in-depth data to quantitative surveys and increase the relevance and effectiveness of WASH Programs
  • Significant experience with data analysis or working with statistical software required, with Stata preferred
  • Work together with the National and International Collaborators, and organizational leadership to plan and execute the study and agenda and present findings.
  • Good interpersonal, leadership and management skills in implementing multi-party development projects.
  • Well conversant with the development programme aspects of water supply and sanitation.
  • Working experience with donors funded Government projects/organization/international NGOs
  • Good written and spoken English.
  • Computer skills especially in word processing, spreadsheet and PowerPoint presentation is preferred.
