You have:
- A Master's Degree in Civil Engineering, Water and Sanitation Engineering, Environmental Engineering etc. related to WASH development assistance.
- At least 5 years’ experience in the development field, preferably in the water and sanitation sector.
- Strong field implementation experience in water supply, sanitation, faecal sludge, and waste management in rural, peri-urban and urban areas in Bangladesh.
- Strong and in-depth knowledge and clear understanding of different approaches like Sanitation Marketing, FSM, CWIS, CLTS, WSP, 3-Star.
- Extensive experience in organizing and facilitating training, meetings, workshops, and seminars.
- Knowledge about the local context, capacity of the local NGOs on WASH and capacities of various stakeholders is considered an asset.
- Good written and spoken English skills.
- Computer skills in word processing, MS Excel, and PowerPoint are preferred.

Purpose of the Assignment:
The purpose of the assignment is to provide technical support to UNICEF WASH section at following up the on-going projects.
- Scaling up Sanitation Market System in Bangladesh-SanMarkS II project is implementing in 8 divisions with a view to reach 4.5 Million people (60% poor, out of whom 40% disadvantaged) in 1.2 Million households, particularly women, children, and youth, in 35 districts who benefit from increased and more equitable utilization of quality sanitation facilities and services, resulting in better health conditions and wellbeing. The project is comprised of a three-tiered approach including use of services, service delivery and enabling environment. The incumbent will contribute:
- Strengthen capacity of the staff of the Implementing Agencies (WASH sector stakeholders including GO and I/NGOs, private sectors) on safe pit emptying services (Total service chain –Containment, collection, transportation, safe disposal/treatment and end use of compost) in rural Bangladesh to and quality assurance of implementation and monitoring and follow up through skill development training manual on health and safety issues, advance pit emptying technology, O&M and onsite safe burring with natural treatment in the individual household to produce organic compost for sanitation workers (Pit Emptier/Sweepers) in both Bangla and English, ToT and Hands on Training;
- Strengthen capacity of the staff of the Implementing Agencies (WASH sector stakeholders including GO and I/NGOs, private sectors) on Public Private Partnership (PPP) model of FSM to sustain the safe pit emptying services in rural Bangladesh through skill development training on product, quantity and quality, demand/revenue generation, legal entity and financial access in Banks/MFIs/grants/subsidies as entrepreneur and IRF for FSM regulatory actions, partnership and linkage building.
- Capacity building of the staff of the Implementing Agencies (WASH sector stakeholders including GO and I/NGOs, private sectors) on concept, perception and clarity of sustainability issues of this FSM services (Total service chain) through training, OJT, learning exchange (Sharing/visiting best practices) and moving up sanitation facilities ladder align with SDG 6.2.
- Conducting periodical monitoring and follow up to observe the performance of the frontline private service providers (Pit emptier / sweepers) including quality service, maintain health safety issues while in action, demand generation, building linkages with LPs etc. existing in the ground.
- ASWA II intervention under GoB-UNICEF WASH project, which is being implemented in 14 districts under 6 divisions from Feb 2019 to April 2022. In its endeavor to focus more systematically on the sustainability of Programme outcomes, UNICEF has defined a programming framework for the sustainability of WASH services that focuses on key interventions which enhance sustainability and retention rate of the certified 2,300 ODF communities, 52 ODF unions and 1,000 WSCs. The project needs intensive monitoring and follow up to check sustainability of the outcomes by involving relevant stakeholders both public and private. The incumbent will contribute:
- Conducting intensive monitoring and follow up to sustainability check of the achieved outcomes of the project through involving relevant stakeholders both public (DPHE, DGHS, LGIs, DPE and DSHE) and private (I/NGOs, LPs, CBOs, NLs, SMCs) for developing a self-sustaining mechanism for ODF and water safe communities as well as usage of school WASH facilities.
- In Bangladesh, UNICEF has been implementing City Wide Inclusive Sanitation (CWIS) in Chattogram and Rajshahi city corporations. CWIS approach is a relatively new area for UNICEF and increased capacity is needed for achieving main objective of UNICEF’s urban sanitation program. This project will support UNICEF to systematically build its knowledge and experience on urban sanitation. This will be achieved through development and dissemination of packages including development of CWIS training manual and implementation technical guidelines, production of context-specific urban sanitation guidance note based on local experience and final CWIS training modules based on project experience, and development of case studies and learning notes. The incumbent will contribute at specific technical component of CWIS project, those are:
- To prepare a Technical feasibility assessment of Arefin Nagar existing Fecal Sludge Treatment Plant (FSTP) in Chittagong City Corporation and
- To prepare a Technical feasibility assessment of suitable Fecal Sludge Treatment Plant (FSTP) Technology for Rajshahi City Corporation

Payment modality: Payment will be made on successful completion of each deliverables and upon certification from supervisor
Travel/DSA: Will be paid at actual based of UNICEF policy and procedure, if applicable
