This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Description of task

Under the direct supervision of Deputy Representative, the UN Volunteer will be supporting the Deputy Representative, Gender and Inclusion Specialist and Programmes in setting up institutional and programmatic mechanisms for effective integration of disability inclusion throughout the programme interventions by undertaking, reviewing, and compiling research and data analysis to support quality programming and monitoring of the disability priorities.

Summary of key functions/accountabilities:

1. Advisory services and technical support

• Provide technical support and guidance on aspects of disability inclusion programming and to ensure incorporation of relevant indicators and measures in programmes/projects, policy initiatives, proposals, and M&E systems.

• Provide technical support and advocacy to reporting and follow-up on international and regional disability commitments made by the country, including on the development of the CO Disability Inclusion Strategy and Action Plan.

2.Support to programme development and planning

• Participate and support in evidence-based programme/project planning on disability, including development of project proposals.

• Provide technical leadership on integration of inclusion into programme component strategy notes and institutional strengthening components related to disability.

• In collaboration with sectoral colleagues and senior management, identify the areas of focus for disability inclusion programming/projects with the greatest potential for impact and scale.

3. Program management, monitoring and delivery of results (including emergency contexts)

• Support indicator identification, measurement and performance tracking on Disability Priorities.

• Participate in cross-sectoral collaboration and coordination on key programmatic results on disability inclusion, including within UNSDCF Results Groups.

• Participate in relevant coordination bodies at the inter-agency level and provide support to inter-agency joint programmes on disability inclusion.

4. Advocacy and partnership building

• Liaise and consult with sections to support convergence and develop and reinforce partnerships in disability programming.

• Support building and maintenance of strategic alliances for gender equality and disability inclusion with various partners, including institutional links with UN agencies and other relevant entities.

• Support mapping of potential new partnerships and leverage existing partnerships to accelerate relevant results at the country level in determined priority areas.

5. Innovation and knowledge management

• Support documentation and sharing of the country-level experience in disability programming and lessons learned, which will be shared with internal network and external partners and utilized for South-South cooperation.

• Bring best practices in disability programming and measurement to the attention of senior management and sectoral colleagues.

Educational additional comments

  • Bachelors degree in the social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), public health, public policy, public administration, international development
  • Academic credentials in disability inclusion are a strong asset.

Experience remark

  • Minimum 2 years of progressively responsible professional experience and demonstrated track record of having undertaken and led substantive programming and/or research on disability inclusion.
  • Experience in designing, implementing, managing, and delivering results-based programmes/projects on disability programming.

Language skills

  • Russian(Mandatory), Level - Fluent
  • English(Optional), Level - Working Knowledge
