Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
This UNV assignment is part of UNICEF India’s WASH (Water Sanitation and Hygiene) Programme, specifically for the Field Office for Madhya Pradesh (MP) based at the State Capital Bhopal. In line with SDG6, WASH programme in MP is supporting State Government in scaling up Flagship programmes Swachh Bharat Mission (SBM) rural and Urban areas, Jal Jeevan Mission (JJM) alongwith intersectoral programme like National Health Mission, Poshan Mission, Sarva Shiksha Abhiyan, to ensure universal provision of Water, Sanitation facilities and hygiene practices in communities and institutions. In addition, UNICEF in MP works in close collaboration with the Civil Societies, Academic Institutions and Private Sector Organizations to support Government in implementing national flagships and cross sectoral programmes with quality and sustainability. In addition, UNICEF provides support to Education Department, Health Department and Women and Chide Development Departments to support implementation of WASH in Institutions in terms of universal access, use and monitoring of WASH facilities and practices, as an integral part of SBM, JJM and cross sectoral programme flagship, e.g., SSA, NHM, Poshan Abhiyan etc. UNICEF has embarked the Urban WASH programme since 2020 and has been intensively supporting the Urban Development Department and Urban Local Bodies (ULBs) to support implementation of Faecal Sludge and Septage Management (FSSSM) as part of the City-Wide Inclusive Sanitation (CWIS), by helping to improve the Sanitation Value Chain in targeted ULBs and subsequently scaling up the workable solution in State. Therefore, UNICEF WASH programme in MP proposes to engage the services of National UNV primarily to support the WASH team for above programmatic interventions, and at the same time build their own capacity by gaining a rich experience of working in a complex multi-programmatic environment, working with multiple agencies in one of the biggest and most challenging States of the country.
Within the delegated authority and under the supervision of WASH Specialist or his/her designated mandated representative(s), the UNV [National UNV for WASH Programme in Madhya Pradesh] will: • Understand implementation process of WASH National Flagships though support for development of Annual Implementation Plan of key Government departments for WASH Flagships, including providing sectoral inputs to the Cross- Sector plans • Build programme management and implementation skills through supporting implementation of WASH Rolling Work Plan and its specific components leading to achieving the Outputs as envisaged on quarterly and yearly basis • Build knowledge on Climate Change and Environmental Sustainability (CCES) programming within WASH programme and support coordinate action with cross sectors • Participate in UNICEF internal meetings with cross sectors to build knowledge and support WASH programme coordination with sectoral programmes • Support development of UNICEF partnerships with Civil Societies, Academic Institutions and Private sector to build knowledge on strategic partnerships/ networking and UNICEF internal procedures of partner engagement • Undertake Partners’ premises visits to understand their working methodologies and systems, and represent UNICEF (after approved delegated authority by Supervisor) in meetings/ discussions • Build skills on Evidence based management, through sectoral/ cross sectoral data mining, strategic analysis and preparing the Evidence informed advocacy and programmatic reports to be presented to partners leading to programme effectiveness. • Undertake Field visits to districts to get acquainted with the programme implementation mechanisms and support monitoring/ Field reporting • Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: • As an active UNICEF MP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF MP and its beneficiaries in the accomplishment of her/his functions, including: o Technical Inputs for WASH RWP and Departmental AWPs: SBM, JJM, NHM, SSA and Poshan Mission to ensure child centric strategies and action integrated o Joint CCES plan developed in coordination with cross sectors o UNICEF internal programme meetings inputs/ presentations developed, key actions and recommendation drafted for the programme o Two WASH strategic Partnership document drafts developed including Budgets and internal process documentation o Data mining through the available sources, e.g., NFHS, SBM and JJM Dashboards, HMIS, UDISE etc. to draft at least two advocacy notes, highlighting the programmatic gaps, bottlenecks, and recommended action. o At least 3 Departmental Visits per month, with minutes of meeting and follow up actions shared with Supervisor o At least 2 Field Visits per month conducted and Reports, Follow Up actions submitted to supervisor o Inputs for WASH programme reporting on quarterly, half yearly and yearly basis o Two WASH/ Collaborative intervention KM documents developed and shared • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

related to the development sector, preferably in WASH rural and urban settings. Excellent communication skills in English: good interpersonal skills, with ability to work in a multi-cultural environment. Proficient computer skills (Word, Excel, Power point, database programs, etc.); familiarity with online reporting/data entry software desirable. Good understanding of quantitative methods desirable. Proven track record of organizational skills, ability to take the initiative, work with Government System, meet deadlines, work with minimal supervision. Knowledge/Experience of UN systems and logic framework, planning and results- based management will be an advantage.
Bhopal is beautiful city, mostly peaceful and well-connected city with Rail, road and Air from various part of India. Climate in Bhopal is mostly pleasant, however, there are extreme temperatures are experienced in peak summers and winters. The cost of living in Bhopal is comparable to the metro cities in India, with a variety of accommodation options available in individual, group and multi-story properties. Essential amenities like Food/ Water and Electricity are available on a regular basis; medical facilities are sufficiently developed with access to public and private health care on 24x7 basis. A wide variety of options available for Banking and Communication Services throughout the city. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
The monthly voluntary living allowance for this position is INR 47719.16
