Background:

In 2022, the Office plans to continue supporting the host country’s government and civil society institutions to effectively preventing Violent Extremism and Radicalization that lead to Terrorism (VERLT) on top-down and bottom-up levels.

In this connection, Tajikistan’s newly adopted National Strategy and Action Plan on Countering Terrorism and Violent Extremism for 2021-2025 is anticipated to serve as a "road map" for developing and implementing its project activities on the subject, in line with the Office mandate and respective OSCE commitments.

It is noteworthy to mention that the Government of Tajikistan attaches a great importance to the establishment of close partnership links with civil society in the field of prevention of violent extremism and terrorism. The recently conducted evaluation of the implementation of Tajikistan’s National Strategy and Action Plan on Countering Extremism and Terrorism has revealed there is a need to intensify closer engagement of civil society organizations in preventive efforts against violent extremism and terrorism. In this regard, the Office plans to deliver a series of workshops for government servants and civil society organizations of Tajikistan on the end-goals new government policy. The Office plans to hire national experts who conceptualize and deliver workshops in line with OSCE commitments and principles, as well as in accordance with its comprehensive approach to security.

Objective of Assignment:

To deliver a series of one-day seminars and two-day workshops for local civil society organisations and government servants on the objectives and goals of Tajikistan’s National Strategy and Action Plan on Countering Extremism and Terrorism for 2021-2025.

Duration of Assignment:

The contract is valid from 16 May to 20 June 2022.

Tasks and Responsibilities:

Under the overall supervision of the National Programme Officer and the Head of Politico-Military Department,the successful candidate will be tasked with the following duties:

  1. Development of interactive materials/modules on the objectives of Tajikistan’s National Strategy and Action Plan on Countering Terrorism and Violent Extremism for 2021-2025;
  2. Delivery of one-day seminars (for civil society) and two-day workshops (for government servants) in Tajik;
  3. Addressing questions from the audience in relation to the implementation of National Strategy and Action Plan with focus on legal aspects;
  4. Drafting of final report and recommendations upon completion of the assignment.

Deliverables:

• Training materials and modules; • Effective delivery of training sessions; • Final training report.

Necessary Qualifications:

  • University degree in law/law enforcement, security and/or humanitarian studies, and/or international human rights law;
  • A minimum of five (5) years of professional experience within state agencies that work in the field of prevention and/or countering violent extremism/terrorism;
  • Previous practical work experience in the field of delivering capacity-building activities on the prevention of violent extremism and terrorism is desirable;
  • Knowledge of domestic and international legislation, including the demonstrated knowledge of the National Strategy and Action Plan on Countering Terrorism and Violent Extremism for 2021-2025;
  • Demonstrated knowledge of conducting interactive training sessions is an asset;
  • Professional fluency in Tajik and Russian is required, knowledge of English is an asset;
  • Previous experience in international capacity-building assistance, preferably with the OSCE or other international organizations is an asset;
  • Flexibility and ability to work under time pressure to meet tight deadlines;
  • Demonstrated ability to use MS applications: MS Word, MS Excel, PowerPoint Presentation;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
