Organizational Setting
The FAO Bhutan Country Office (CO) is under double representation arrangement where FAO Representative sits in FAO Office Nepal. CO, headed by Assistant FAO Representative (Program), oversees the program in the country. The proposed Unilateral Trust Fund (UTF) project, entitled Technical Assistance Support to Food Security and Agriculture Productivity (TA-FSAPP), presents technical assistance (TA) actions requested by the Ministry of Agriculture and Livestock (MoAL) of the Royal Government of Bhutan (RGoB) to be undertaken by FAO in association with a project called Food Security and Agriculture Productivity Project (FSAPP).
The FSAPP is a seven-year project financed by a US$8 million grant from the Global Agriculture and Food Security Programme (GAFSP) is extended till 2024 end with an additional financing (AF) of US$4.64 million in response to Covid19 impact and upscale the earlier project interventions; the FAO TA has been accorded no-cost extension until 2024 end. The World Bank is the supervising entity of the FSAPP. Including the government and beneficiary contributions, the total cost of FSAPP is US$14.7 million.
At the World Bank implementation support mission (ISM) in May 2023, the recommendation for FAO-TA is to recruit a national Technical Operations Speciialist (TOS) and assist the National Project Director (NPD) in the implementation and delivery of technical management procedures to facilitate and ensure achievement of all project deliverables and process outputs at the national, regional and Dzongkhag levels. The TOS will be under the overall administrative supervision of the FAO Representative.
The TOS will work full time on the project and works closely with the Project M&E Officer, TA-FSAPP team, project support team (PST) and project implementation units (PIUs) to coordinate and ensure that project investments, outputs and impacts are aligned with the project agreement, and updated results framework.
Reporting Lines
The NPP reports to the Project Director, PMU/DoA and AFAOR, FAO Bhutan through the Team Leader (TL) TA-FSAPP.
Technical Focus
Food & nutrition security programs. The Technical Operations Specialist (TOS) is a contract position at PMU arranged by FAO. The NPP will be responsible for the implementation of and coordination for FSAPP technical assistance activities.
Tasks and responsibilities
• Supports and facilitates preparation, conduct of and follow up actions of the project steering committee (PSC) meetings, supervision missions and other consultations/discussions of project relevance in consultation with the National Project Director. • Assists the NPD in facilitating timely budget release, implementation, monitoring and progress reporting. • Supports the NPD follow-up with the Finance Officer for the disbursement of project funds to implementing entities as per the project document. • Supports and assists the NPD to monitor the work of PMU team including project accounts personnel, procurement officer, M&E officer, Gender and safeguards officer and all short- and long-term consultants (studies/assessments/capacity development support) of FSAPP. • Supports the NPD in monitoring the FSAP Project Management System (PMS) and ensures that all the indicators of the project are well on track and meets the requirements of the project result framework and is aligned with the Royal Government of Bhutan (RGoB) progress reporting requirements. • Coordinates with and ensures compliance with Environmental and Social Management Framework of the project. • Supports the NPD in the preparation and timely submission of management reports to the PSC and to the World Bank (revision of Operational Manual, semi-annual progress reporting, midterm report and end of project report). • Coordinates and assists the NPD in submission of reports and analyses to PSC regularly. • Supports the PMU/TA-FSAPP in the selection process for national consultants and contract staff, and training candidates. • Provides technical inputs to the FAO in the selection process for consultants in liaison with the TA-FSAPP Team Leader when required. • Liaises with FAO to coordinate technical assistance (TA) as prioritized and required by the project and apprises the NPD accordingly for follow-up actions. • Supports the NPD in collaborating and coordinating with the World Bank, including guiding/supporting Bank implementation support missions. • Supports the NPD in conducting Annual Outcome Survey (AOS), Independent Evaluation of the Project, and reinforced M&E actions of the project. • Supports the NPD on fulfilling the requirements of the Aide Memoire recommendations and Key Agreed Actions within the agreed timeline. • Supports NPD on any project management related activities.

Selection Criteria
• Working knowledge of Dzongkha and other local dialects will be an advantage • Extent of relevant technical experience in the agriculture project management and related activities. • Proven ability to communicate clearly and concisely both orally and in writing. • Depth of knowledge of development issues in Bhutan • Work experience in Bhutan and/or other countries in the Region
