ORGANIZATIONAL SETTING

The National Technical Officer works under overall guidance of WHO Representative to Myanmar, and direct supervision of the Head of the TB Team, and in close collaboration with the National TB Programme (NTP).

The NTO will provide support to the WHO country offices as well as national programme for the project activities.

MAJOR DUTIES AND RESPONSIBILITIES

  • Provide technical support to National TB Programme to develop National TB Laboratory Strengthening Plan and support its implementation.
  • Closely coordinate with partners providing laboratory diagnosis of TB and facilitate to formalize a TB laboratory diagnostic network in the country.
  • Work close with the TB Information management system and develop National TB Laboratory Information Management and Surveillance system.
  • Advise NTP to introduce quality assured new diagnostic tools available for TB diagnosis or case management including for Pediatric TB.
  • To assist in planning, implementing, monitoring and evaluation of performance of TB Laboratories in the country and support to improve the quality of Laboratory diagnosis of TB
  • To collaborate with NTP on epidemiological surveys such as DRS surveys, prevalence surveys, HIV sentinel surveys, etc.
  • To perform any other related duties assigned by the supervisor.

WORK RELATIONS AND PARTNERSHIPS

The National Technical Officer is facilitating TB laboratory diagnostic network to provide laboratory diagnosis of TB and operational researchers and in support of universal health coverage overall in collaboration with central, States and regional level NTP Staff. He/She is also assigned to carry out on TB survey, surveillance and operational researches under the direction of NTP, MoHS. PPM activities are monitored and supervised with NTP staff and submitted the report to central for necessary action.

IMPACT OF FUNCTIONS

The National Technical Officer provided supportive supervisions to field data collection teams in order to prevent the study from inter-team bias on data collection and monitored follow-up studies of survey and related operational researchers. The above mention activities will contribute establishment of universal health coverage overall and helpful in re-estimation of TB burden in Myanmar to draw next NSP after 2020.

QUALIFICATIONS

EDUCATIONAL BACKGROUND

  • University Degree in Medicine
  • Post graduate Degree (Diploma in TB and chest disease, Master of Public health) will be an asset.

PROFESSIONAL EXPERIENCE AND KNOWLEDGE

  • Experiences of TB control and care for three years and more.
  • Working knowledge of TB epidemiology and surveillance will be an asset
  • Good experiences of TB operational researches and TB prevalence survey
  • Working knowledge of TB radiology and bacteriology, TB epidemiology and surveillance.
  • Working knowledge of software for survey data management and presentations.

LANGUAGE SKILLS

Excellent knowledge of English and excellent knowledge Myanmar Language.
