You have:
- A university degree in social sciences, gender, law, human rights, international development, international relations, public health, or other development-related fields
- A minimum of five years of relevant experience in plans and programs related to sexual exploitation and abuse, sexual harassment, gender-based violence, staff misconduct and discipline, gender mainstreaming, and/or humanitarian affairs
- Excellent knowledge of written and spoken in English and Myanmar Language
- Specialized training in PRSEAH, gender, human rights, or gender-based violence
- Exposure to international development, emergency and humanitarian settings and architecture, familiarity with the UN system and global coordination structures

.Organization Setting
The National Technical Officer, Prevention and Response to Sexual Exploitation Abuse and Harassment (NTO-PRSEAH) will work under overall guidance of WHO Representative and direct supervision of the PRSEAH Focal points of WHO Myanmar. NTO-PRSEAH will be based at the WHO country office in Yangon. The incumbent coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities. The NTO- PRSEAH will provide support to implementation of WHO Myanmar PRSEAH work plan activities under the guidance of PSEA Focal Points. Routine tasks are performed independently with detailed guidelines.
Major duties and responsibilities
The appointed NTO-PRSEAH will be closely work with and support to PRSEAH Focal points from WCO Myanmar for conducting the following activities on prevention, response, management and coordination of PRSEAH.
- Act as the working focal in WCO to liaise with GER and SEARO PRSEAH consultants and develop a detailed GBV/PRSEAH work plan in consultation with Planning and Technical Teams in WCO. Support implementation of the work plan.
- Work with WCO technical teams – especially those in Gender-Based Violence (GBV) and Gender equality areas - to help ensure WHO fulfils the inter-agency requirements for PSEAH and contribute to joint work such as health sector engagement, community-based engagements, support for joint missions with UN collaborating agencies, etc. and bring any gaps to the attention of the WR and AO.
- Support in preparing for and organizing PRSEAH-focused communication and advocacy campaigns and related activities, including e.g., the commemoration of select days as part of PRSEAH advocacy.
- Conduct analysis of the extent of gender, equity, and human rights mainstreaming across WCOs’ programs and in WHO Myanmar programmatic work within WHO and in the collaborative work with government and other counterparts and identify gaps and priorities for mainstreaming, based on WHO tools and guidance
- In consultation with respective technical lead, identify ways to better mainstream GER in routine WHO-supported base programs and support the development and implementation of gender, equity, and human rights mainstreaming action plans for WCO, based on gender analysis of priority programs, namely RMNCAH, Communicable diseases, NCDs, Mental Health, Health Emergency and Health Systems, and gaps, aligned with WHO guidance
- Conduct situation analysis of national policies, programs, and activities to effectively prevent and respond to VAW, and identify gaps and priorities in line with WHO guidance
- Support the development or updating and implementation of national action plans to effectively prevent and respond to VAW, aligned with WHO guidance
- Generate assessment report including mapping of victim and survivor services in-country and disseminate findings and recommendations to the relevant stakeholders. Develop GBV/Sexual Exploitation, Abuse and Harassment (SEAH) prevention, response, and mitigation plan for the program manager and health sector and beyond in consultation with the relevant stakeholders.
- Facilitate inter-agency learnings on the findings on mitigation approaches, actions, and solutions
- Perform any other task assigned by the supervisor to accelerate the implementation of PRSEAH-, VAW- and gender, equity, and human rights mainstreaming-related actions.
Work relations and partnership
The NTO-PRSEAH provides technical support to PRSEAH Focal Points for implementation of WHO mandated PAAC and PRSEAH activities. NTO needs to coordinate with technical team leads from WHO country office, Myanmar and to support both WHO team and project teams for PRSEAH awareness and capacity building of WHO staff including field SSAs and Implementing partners under each technical team and gender mainstreaming at their programs.
NTO-PRSEAH is liaison and one of the focal points for PSEA Network Myanmar communicate with different partners working mainly for PRSEAH within and beyond health sector on behalf of WCO PRSEAH FPs. The level of liaison involves mainly receiving and providing data and information regarding PRSEAH, answering queries, or finding solutions to general problems. Furthermore, the incumbent can provide recommendations on activities based on analyses carried out.
Impact of functions
The NTO-PRSEAH is responsible for facilitating the implementation of activities outlined under WHO Myanmar PRSEAH work plan approved by SEARO.
PSEA is a core commitment of the UN Secretary-General and the Inter-Agency Standing Committee (IASC). To deliver on this commitment, the IASC has prioritized the acceleration of PSEA from the outset of humanitarian response, with a focus on key priority areas including safe and accessible reporting, victims/survivor-centered response, and enhanced accountability.
WHO works with the PSEA Network Myanmar and implementing partners on PRSEAH and implementation of activities will be accelerated.
Qualifications
Educational background
Essential: A university degree in social sciences, gender, law, human rights, international development, international relations, public health, or other development-related fields
Desirable: Specialized training in PRSEAH, gender, human rights, gender, or gender-based violence
Experience
Essential: A minimum of five years of relevant experience in plans and programs related to sexual exploitation and abuse, sexual harassment, gender-based violence, staff misconduct and discipline, gender mainstreaming, and/or humanitarian affairs
