ORGANIZATIONAL SETTING

The National Technical Officers (NTOs) for NCDs focusing on risk factors for NCDs and Social Determinants of Health. The NTO will work under overall guidance of WHO Representative and direct supervision of the National Professional Officers responsible for Non-communicable Diseases and NCDs health care. NTOs will be based at the WHO country office Nay Pyi Taw. The incumbent coordinates activities in the designated area but does not have direct supervisory or managerial responsibilities. The main work areas will be divided according to the interests and experiences of successful incumbents.

The NTO will provide support to implementation of NCDs WHO work plan activities with special focus on community based integrated NCDs care under NORAD- NCDs project in line with National Health Plans, WHO Myanmar Country Cooperative Strategy (CCS 2019-2023) and Myanmar Sustainable Development Plan (2018-2030). Routine tasks are performed independently with detailed guidelines.

MAJOR DUTIES AND RESPONSIBILITIES

  • Assist the WHO NCDs team regarding planning and implementation of programs mainly in the areas of NORAD supported NCDs prevention and care, NCDs behavioural risk factors such as tobacco and alcohol, unhealthy diet, physical activity, school health, oral health, elderly health, gender, health literacy promotion etc.
  • Establish and maintain in communicating and working with NCDs stakeholders across ministries and with non-governmental implementing partners; NGOs and civil society groups to facilitate implementation of projects, compile and analyze documents and prepare regular reports to share with NCDs stakeholders.
  • Offer technical assistance to stakeholders and ministries if necessary, in support of coalition building and national and subnational advocacy and implementation activities.
  • Perform NORAD grant technical duties, including proposal writing, budget estimation, implementation monitoring and budget and technical report preparation.
  • Conduct monitoring visits to the project sites in collaboration with the respective implementing partners provide necessary recommendations
  • Work with the NCDs team, WHO and relevant partners in development of guidelines necessary for the NCDs prevention and treatment
  • Support work on health promotion (NCDs) and prevention of risk factors for NCDs and social determinants of Health including work on antitobacco, promotion of diet and nutrition, physical activity, elderly health, oral health, eye and ear health and through diverse channels and platforms including schools.
  • Facilitate at the field level and central level for the digital health information system under NORAD project.
  • Support organizing and facilitate in NCDs program-related meetings, trainings and workshops.
  • Provide support on any other tasks, related to the NCDs and aforementioned projects as required by the supervisors.

WORK RELATIONS AND PARTNERSHIPS

NTO serves as a liaison and focal point for different partner working mainly for NCDs prevention and control within and beyond health sector. The level of liaison involves mainly receiving and providing data, answering queries, or finding solutions to general problems. Furthermore, the incumbent can provide recommendations on activities based on analyses carried out.

IMPACT OF FUNCTIONS

  • The National Technical Officer responsible for facilitating the implementation of activities outlined under WHO NCDs work plan.
  • WHO’s work with the MOH and other implementing partners on NCDs prevention and control of risk factors including tobacco and alcohol, unhealthy diet, physical in activities, and other health related projects etc. control in the contest of broader on non-communicable diseases (NCD) programme, including implementation of activities will be accelerated.
  • The functions support the multi-sectoral collaboration for NCDs and risk factors control as well as increase stakeholder support to achieve a collaborative and smooth implementation of these plans. Furthermore, the functions strengthen the capacity of national stakeholders for an effective and structured response to NCDs and risk factors epidemic.

QUALIFICATIONS

EDUCATIONAL BACKGROUND

Essential: University degree in health, public policy or social sciences.

Desirable: Post graduate degree in public health or related fields is desirable.

PROFESSIONAL EXPERIENCE AND KNOWLEDGE

Essential: At least five years of relevant experience in public health, development of projects, public policies and/or budget.

Desirable: Demonstrated experience in implementing health promotion activities at community level. Ability to drafting of proposals for long-term inter-sectoral projects, plans of action, and budgets

LANGUAGE SKILLS

Proficiency in English and Myanmar Language
