Organizational Setting

Under the overall guidance of WHO Representative to Myanmar, direct supervision of Technical Officer -Expanded Programme on Immunization (EPI) and close coordination with central Expanded Programme on Immunization (cEPI), MoHS, the National Technical Officer (NTO) will provide technical support to cEPI to strengthen immunization system and to achieve regional targets for elimination and eradication of the vaccine preventable diseases (VPD). Routine tasks are performed independently within detailed guidelines. Overall supervision is focused on the successful delivery of client oriented and efficient implementation of operational services.

Major Duties and Responsibilities

The National Technical Officer will work under the direct supervision of Technical Officer (EPI), WHO and will be responsible for the following tasks:

  1. Assist EPI to prepare annual EPI work plan
  2. Assist EPI for preparation of meetings of various committees including National Committee for Immunization and Practices (NCIP) and Inter-Agency Coordinating Committee (ICC) and others.
  3. Assist EPI to train and conduct Data Quality Assurance or DQS
  4. Assist EPI for development of training guidelines and IEC materials
  5. Assist EPI for submission of New Vaccine Introduction proposal to GAVI
  6. Assist EPI for development of strategies policy document
  7. Assist EPI in conducting PIE and evaluation meetings
  8. Assist EPI in Covid19 vaccine rollout
  9. Coordinate with Departments of Medical Research for conducting research activities
  10. Assist EPI in planning, implementation, monitoring and evaluation of EPI activities as per annual work plan and GAVI-HSS activities.
  11. Provide support to FDA for NRA strengthening and AEFI surveillance and pharmacovigilance
  12. Perform any other additional duty that may be assigned by WR Myanmar.
  13. To submit assignment report quarterly

Work Relations and Partnerships

The National Technical Officer (NTO) provides continuous technical support to cEPI in planning, implementation and evaluation of the immunization activities. The NTO coordinates with Department of Medical Research for conducting immunization related research and surveys. The NTO also collaborates with partners such as UNICEF, PATH and others for the equitable access to immunization by all eligible children as well as in order to avoid overlapping activities. The NTO serves as a coordinator for the EPI related committees which oversees immunization activities in the country.

Impact of functions

The NTO plays a key role in strengthening the immunization system through delivery of services related to collaborative country programmes. NTO ensures to implement EPI activities timely and effectively; and to conduct EPI related research, including post introduction evaluation and surveys. The NTO also ensures to provide support for the technical proposals and technical reports for new vaccine introductions and campaigns.

Qualifications

Educational background

Essential

  • First university degree in Medicine, Health or Health-related sciences, biological sciences

Desirable

  • Post graduate degree in Public Health and/ or related fields.

Professional experience and knowledge

  • At least 5 years of professional experience in the field of Immunization programme, including experience in programme/project implementation, supervision, monitoring and evaluation of the programmes, and in preparation of donors' reports related to health programmes at national level.
  • Able to work independently and take initiative.

Language Skills

  • Expert knowledge of English and Myanmar.
