.Organizational Setting

The National Technical Officer- Electronic Recording & Reporting (eR&R) works under overall guidance of WHO Representative to Myanmar, and direct supervision of the Head of the TB Team, and in close collaboration with the National TB Programme (NTP).

The NTO will provide support to WHO Myanmar as well as to the National Tb Programme to strengthen electronic-based data management system and to contribute to strengthening TB survelllance system, monitoring and evaluation of the national TB programme.

Major Duties and Responsibilities

Strengthening TB surveillance system

  • Assist NTP in preparation and execution of advocacy and trainings for case-based electronic registration at township level
  • Collaborate with focal officers of WHO and NTP (PPM) and to enhance electronic medical recording and reporting in public and private hospitals
  • Modify existing systems to ensure linking DS-TB and DR-TB case-based reporting system to DHIS 2 aggregate system

Expansion of Laboratory Information Management System

  • In coordination with relevant technical partners, support NTP to establish and expansion of electronic recording and reporting system of TB Laboratories as per NSP 2021-2025 and relevant indicators and targets of the National Health Plan 2017-2021, Myanmar Sustainable Development Plan 2018-2030, WHO country cooperation strategy for Myanmar and MoHS-WHO collaborative workplans 2020-2021.
  • Maintain and improve Gene Alert System, in the context of Covid19
  • Provide training, on-site support to users for system maintenance & data utilization, in Covid19 context

Establishing Data Quality Assurance System

  • Plan and regularly perform DQA activities including DQA field visits, remotely if necessary, in the context of Covid19
  • Coordinate with M&E focal officers to produce quality assured data according to NTP’s reporting schedules and upon donors’ demand

Plan and implement transition from paper-based to electronic-based data management system

  • Assist NTP in updating the plan and its implementation to transit to electronic-based data management system
  • Facilitate the roll-out of eR&R for DSTB case-based data management system in a phased-manner
  • Develop training package and provide trainings in the context of Covid19
  • Cooperate and collaborate with eR&R officers from other teams in MoHS for national e Health Plan
  • Assist NTP in contracting IT companies for the implementation of electronic based data management system including developing, modifying and maintaining.

Multiple platforms of electronic health information systems are systematized for more effective programme management

  • Monitor the progress in implementation of DHIS2, OpenMRS, eR&R for DS-TB Case based data management, Unique identifier (MPI), Mandatory case notification, GxAlert & Laboratory information management system
  • Assist NTP to regularly organize review meetings for eR&R, provide inputs to overcome the bottlenecks

Adaptation and roll out of new tools and technologies

  • Contribute to planning and implementation of pilot studies including (but not limited to) Artificial intelligence for diagnosis (e.g. digital chest X-ray reading); Electronic aid monitoring system (e.g. GIS for contact tracing, culture & sensitivity test, Video observed treatment)

  • To perform other relevant assignment upon request from supervisors.

Work Relations and Partnerships

The National Technical Officer (eR&R) is assigned in Naypyitaw to assist NTP in six domains mentioned above. S/he works with the e-Heath Team of ATM and Health Management Information system, Ministry of Health & Sports. Under the guidance of ATM e-Health team, in close collaboration with NPO (e-health) in WHO Naypyitaw, NTO (M&E) in Naypyitaw (WHO-TB) and M&E Officers (NTP), s/he will be updating and monitoring of electronic recording and reporting system. Together with staff from different states, regions and partners s/he will prepare aggregate reports to NTP and HMIS department and to WHO.

Impact of functions

This position will contribute to implement strategic direction V of TB NSP (2021-2025) which aims to strengthen TB surveillance system through M&E capacity building for electronic data management system at all levels, integration of case-based registration system, and strengthening data quality control measures. Electronic data recording and reporting will reduce the workload of health staff, produce reliable and valid data in time for evidence based decision making for future planning, in programme management and beyond, for other resources management. Thus, good links with data management in DHRH MoHS are desirable to be established.

EducationAL background

  • Bachelor of Computer Science (B.C.Sc) or other similar degree

professional experience and knowledge

  • 2 years of working experience with health information system software products
  • Experience in developing, upgrading and repairing DHIS2 and Open MRS Modules will be an asset
  • Adequate knowledge of electronic data management, well experience in managing electronic databases will be an asset
  • Experience in recording & reporting system especially on e-Health will be an asset
  • Competent in Microsoft Office package (Word, Excel, PowerPoint)
  • Experience in training software programs to others will be an asset

language skills

  • Excellent knowledge of English and Myanmar Language
