- Excellent knowledge of English and Myanmar language (spoken and written)
- Good computer skills (Word, Excel, Power Point)
- Working experiences with National TB Program or in an INGO clinic

ORGANIZATIONAL SETTING
The National Technical Officer (DR-TB) works under overall guidance of WHO Representative to Myanmar, and direct supervision of the Head of the TB Team, and in close collaboration with the National TB Programme (NTP). S/he will communicate with NPO (DR-TB), NTOs (DR-TB) in Yangon Region, NTO (PSM) and NTOs in Regions and States as well as TB officers in NTP network to contribute to planning, implementation and monitoring of DR-TB control activities, specifically for quality care services and expansion of aDSM. S/he will perform his or her duties in MDR-TB centers of Yangon Region under the day-to-day supervision by the Regional TB Officer (Yangon Region).
MAJOR DUTIES AND RESPONSIBILITIES
Provision of quality DR-TB care services
- Conduct clinical management in the MDR-TB centres.
- Facilitate DR-TB and related trainings.
- Communicate with all concerned staff including township health staff and community health workers from I/NGOs for optimal case management and cases holding and to ensure prescribed medicines are dispensed and patients take optimally.
- Ensure all clinical notes and information are recorded in DR-TB forms and registers according to the National Guidelines for DR-TB.
- Perform regular chart reviews to monitor clinical progress, and timely management of adverse effects and submission of serious adverse events (SAEs), to prepare and present cases in clinical meetings
- Ensure best infection control practices, patients’ flow, availability of logistic requirements and ancillary medicines, and teamwork in the assigned clinics.
Recording and Reporting of DR-TB activities
- Perform regular chart reviews to fill missing data and to capture all essential information with the support from other team members.
- Support M&E team members for data entering, updating, and producing quarterly reports and annual reports
Other assignment
- Perform other assigned tasks related to TB and DR-TB prevention and care activities of Yangon Region.
- Participate actively and contribute in clinical management meetings and CMEs (TB/DR-TB)
- Perform any other tasks assigned by the supervisor.
WORK RELATIONS AND PARTNERSHIPS
S/he will be working very closely with clinician, nurses, counsellors, data clerks of Yangon TB/ DR-TB teams. Moreover, s/he will take part in aDSM implementation. S/he will submit work plan/ travel plan to Medical Officer for his approval as well to Regional TB Officer to conduct field visits. S/he reports to Medical Officer and Regional TB Officer of Yangon Region and shares the information to NPO (DR-TB).
IMPACT OF FUNCTIONS
The quality of DR-TB case management (optimal regimen construction, early diagnosis of side effects and timely appropriate management, timely regimen change when patient becomes intolerant to drugs, management of co-infection and co-morbidities) will be improved in Yangon Region. The functions of mentioned position will promote patients’ centred care and contribute to sustaining and improving the treatment success rate of DR-TB program.
QUALIFICATIONS
EDUCATIONAL BACKGROUND
Essential:
- University degree in medicine or medical science
- Diploma in TB and Chest Disease (DTCD) or similar degree (MDR-TB clinical experience for three consecutive years will be considered as equivalent to a clinical diploma).
Desirable:
- Certificate of attendance (MDR-TB trainings, aDSM trainings)
- Postgraduate degree in public health, tropical medicine, epidemiology or related field Training on TB data Management will be asset
- Good computer skill (Word, Excel, Power Point presentation)
PROFESSIONAL EXPERIENCE AND KNOWLEDGE
- MDR-TB clinical experience for three consecutive years in last three years (minimum).
- Working experiences with National TB Program or in an INGO clinic will be an advantage
LANGUAGE SKILLS
Excellent knowledge of English and Myanmar language (spoken and written)
