You have:
- University degree in medicine or medical science
- Diploma in TB and Chest Disease (DTCD) or similar degree (MDR-TB clinical experience for three consecutive years will be considered as equivalent to a clinical diploma)
- Certificate of attendance (MDR-TB trainings, aDSM trainings)
- Postgraduate degree in public health, tropical medicine, epidemiology or related field
- MDR-TB clinical experience for three consecutive years in last three years (minimum)
- Working experiences with National TB Program or in an INGO clinic will be an advantage
- Excellent knowledge of English and Myanmar language (spoken and written)
- Good computer skill (Word, Excel, Power Point presentation)
- Ability to produce and deliver quality results, action oriented and committed to achieving outcomes
- Ability to communicate in a credible and effective manner
- Ability to manage ambiguity and pressure in a self-reflective way

Organizational Setting
Active drug-safety monitoring and management (aDSM) is an important component of TB program management that guides and implements pharmacovigilance to the range of drugs used for TB treatment. To support this task, the National Technical Officer (aDSM) works under overall guidance of WHO Representative to Myanmar, and direct supervision of the WHO Myanmar Medical Officer, Tuberculosis, and in close collaboration with the National TB Programme (NTP) and partners. NTO aDSM will work closely with NPO (DR-TB), NTOs (DR-TB) in Yangon Region, and NTOs in Regions and States as well as TB officers in NTP network to contribute to planning, implementation and monitoring of DR-TB control activities, specifically for expansion of aDSM nation-wide. The work requires visits to MDR-TB centres of Yangon Region, Aung San TB Specialty hospital and MDR-TB centres in Region/States.
Major Duties and Responsibilities
Expansion of aDSM-active anti TB drug safety monitoring and management ·
- Support to implement aDSM expansion plan together with NCCA, NPO (MDR-TB) and concerned NTP officers ·
- Provide secretariat support to the National Core Committee of aDSM (NCCA) meetings
- Prepare case scenarios or assist in preparation for causality assessment meetings
- Coordinate to organize causality assessment meetings in Regions and States and provide secretariat support together with concerned officers (NTP officers and WHO-NTOs)
- Assist aDSM focal officer(s) (NTP) to perform his or her duty timely, including updating the aDSM data base and producing a DSM related country data and to perform those duties till NTP officer is in place
- Prepare/ update training materials and job aids related to aDSM and facilitate the aDSM trainings ·
- Take the role of M&E focal for aDSM (data quality and analysis, quarterly and annual indicators)
Support to strengthen the quality DR-TB care services
- Provide technical support to expand aDSM nation wide
- Prepare training materials, job aids (OR) update them whenever relevant and contribute to updating National DR-TB and related guidelines ·
- Facilitate DR-TB and related trainings ·
- Conduct supportive supervision visits to MDR-TB centres for aDSM activities
- Conduct regular visits to TB Specialty hospitals and General Hospitals and coordinate with administrative officers and clinicians for quality DR-TB care, timely reporting of serious adverse events
Other assignment
- Provide induction trainings for new recruits (WHO or NTP) ·
- Support & link to relevant indication of the Myanmar Sustainable development Plan 2018-2030 and National Health Planning. ·
- Participate actively and contribute to clinical meetings and CMEs (TB/DR-TB) ·
- Share all relevant information timely to NPO (DR-TB), NTO (PSM) and concerned NTP officers ·
- Perform any other tasks assigned by MO
Work Relations and Partnerships
The National Technical Officer (aDSM) has two major roles: improving quality of DR-TB care and implementing aDSM expansion plan. Therefore s/he will be working very closely with clinicians who see DR-TB patients. Moreover, s/he will support NTP officers and hospital administrative officers for DR-TB care and aDSM implementation. S/he will submit work plan/ travel plan to Medical Officer for his approval as well to NTP program manager to receive coordination letter to conduct field visits. S/he reports to Medical Officer and NTP program manager and shares the information to NPO (DR-TB), concerned TB officers. S/he also share information to NTO (PSM)/ PSM officer (NTP) for drug supply chain matters (second line drugs and ancillary drugs).
