Organizational Setting

The GCF Readiness and Preparatory Support project GCP/AZE/012/GCR – “Strengthening country capacities for NDC(Nationally Determined Contributions) implementation in the Agriculture and LULUCF(land –use, land use change and forestry) Sectors and supporting the identification of potential Direct access Entities from different sectors relevant for the implementation of the Country Work Programme in Azerbaijan" aims at providing Government of Azerbaijan with the sector specific knowledge and information, as well as a detailed analysis on the feasibility of practical technology solutions to facilitate implementation of NDCs in the Agriculture and LULUCF Sectors.

Technical Focus

Under the overall supervision of the Head of FAO Partnership and Liaison Office in Azerbaijan, under the direct supervision of the Assistant of FAO Representative and under the technical supervision of the Lead Technical Officer, and in close coordination with the NDA of Azerbaijan, the team of national and international consultants, the Technical Coordinator should effectively manage/coordinate the implementation of the project in a technically-sound manner in close collaboration with the NDA(National designated Authority) to support the achievement of the intended results of the project. Under the technical guidance of the LTO,(Lead Technical Officer) the incumbent will perform the following activities:

Tasks and responsibilities

  • In coordination with the LTO directly manage and coordinate project implementation, ensuring the technical soundness of the activities as well as close collaboration with NDA.
  • Ensure the identification and prioritization of appropriate climate technology solutions for Agriculture and LULUCF sector in accordance with national strategies and plans for climate adaptation and mitigation.
  • Ensure that all project consultants fully understand their role and their tasks and support them in their technical work, as well as monitors their performance.
  • Continuously monitor progress against the approved work plan and budget, as well as maintain timely submission and quality of the required project deliverables.
  • Organise regular planning and team meetings, workshop/webinars, including the Project Steering Committee as defined in the project document.
  • Oversee preparation and implementation of M&E (monitoring &evaluation) framework including undertaking the preparation of Interim Progress Report and Completion Report to be submitted to the Donor.
  • Lead interactions with stakeholders and liaise with government agencies and regularly advocate on behalf of the project.
  • Facilitate and strengthen collaboration between national project’s stakeholders and regional/international partners to ensure smooth implementation and technical delivery of project’s activities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • An advanced university degree in relevant field, such as agriculture, forestry, natural resources management, climate change, environmental management, public administration is required;
  • A minimum of 3 years of demonstrated experience relevant to project management and good knowledge on climate change related issues;
  • Writing and communication skills in Azerbaijani.
  • Knowledge of English is mandatory.
  • National of Azerbaijan or resident in the country with a regular work permit.

  • Full computer literacy in internet searching and Microsoft Office programs i.e. MS-Word, MS-Excel and MS-Power Point. Website management experience is an asset.
