Purpose of Activity/Assignment:

UNICEF Libya is looking for a motivated and experienced national consultant to provide technical support to the Child Protection Programme. This national technical consultant will be working closely with CORAM and under the overall guidance and supervision of the Chief, Child Protection and Child Protection Specialist (COM/J4C) and the day-to-day guidance and interaction with UNICEF Child Protection Officer (J4C/COM).

How can you make a difference?

Scope of Work:

Support in Key Milestone 1: Provide technical assistance for the implementation of the UNICEF – MOI AWP and Joint Programme “Strengthening the Juvenile Justice System” Specific tasks include:

1. In cooperation with the international consultant, Support UNICEF in facilitating regular coordination meeting with national and international stakeholders to ensure the quality implementation and monitoring of AWP and Joint Programme Activities and, if required, attend local consultations with partners

2. In cooperation with the international consultant, facilitate, when required, with the national stakeholders and ensure their participation in planning meetings

3. In cooperation with the international consultant, coordinate with the committee members the review of deliverables and tools

4. Provide meeting notes from planning and review meetings, drafting TORs if needed

5. Ensure regular updates and information sharing between MOI and the other stakeholders

6. In cooperation with the international consultant, conduct joint and independent site visits to monitor and observe the situation of FCPUs in Libya

Support in Key Milestone 2: Support the adoption/finalization of the SOPs on handling cases involving children in conflict with the law and children in contact with the law (victims and witnesses) in coordination and under the overall guidance by CORAM International; Specific tasks include:

1. In cooperation with the international consultant, organize technical roundtable sessions and UNICEF

2. In cooperation with the international consultant, support, if necessary, UNICEF in the adoption of the SOPS with the government Support the validation and adoption process of the SOPs with the concerned stakeholders

Support in Key Milestone 3: Support the planning, and running of a 3-day multi-disciplinary training package for FCPUs. Specific Tasks includes:

1. In cooperation with the international consultant, provide technical assistance in the drafting of the training package which includes Facilitator’s Manual, a Participant’s Manual and training slides;

2. In cooperation with the international consultant, facilitate UNICEF in the review process of the training package within MOI;

3. In cooperation with the international consultant, support the organization of the 3 day multi- disciplinary training package with MOI including developing training needs assessments, pre and post surveys and development and follow up of the trainees criteria

Support in Key Milestone 4: Support the planning and running of the 5-day TOT package for the FCPUs. Specific Tasks includes:

1. In cooperation with the international consultant, provide technical assistance and coordination with MOI and its training department in the criteria setting and selection of the TOT participants

2. In cooperation with the international consultant support the organization of the 5-day TOT with UNICEF and MOI (Training department);

3. In cooperation with the international consultant, post TOT monitoring support to observe the cascade trainings

To qualify as an advocate for every child you will have…

  • A University Degree in law
  • 3 years of professional work experience in drafting analytical legal documents on Child Protection
  • Legal Drafting Skills
  • Previous experience with MOJ, MOI, HCC
  • Fluency in Arabic and essential written and spoken English skills are required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
