Purpose of Activity/Assignment:

UNICEF Libya is looking for a motivated and experienced national consultant to provide technical support to the Child Protection Programme to ensure the proper implementation of UNICEF supported MOI activities as specified in the AWP 2022 and the EU Funded Joint Programme “Strengthening the Juvenile Justice System in Libya”.

This assignment would also include the promotion of alternatives to detention for migrant children and alternative care options including the development of a specific and distinct referral pathway for migrant and refugee children that would expedite the release of children from detention centers of DCIM as well as the prevention of children in detention from disembarkation points.

This national consultancy will be for a total duration of 225 days based in Tripoli, Libya with expected travels within the Libyan municipalities as required.

How can you make a difference?

Scope of Work:

Support in Key Milestone 1: Provide technical assistance for the implementation of the UNICEF – MOI AWP 2022 and Joint Programme “Strengthening the Juvenile Justice System” including through the Technical Working Group on Family Child Protection Units (FCPUs)

Specific tasks include:

1. Facilitate with MOI and UNICEF the regular coordination meeting to ensure the quality implementation and monitoring of AWP and Joint Programme Activities and attend local consultations with partners

2. Ensure regular communication/meetings are held on a timely, monthly, quarterly basis including taking notes from all meetings with stakeholders

3. Support the finalization of the TOR of the Technical Working Group on FCPUs

4. Communicate regularly with the national stakeholders and ensure their participation in planning meetings

5. Coordinate with the committee members n the review of deliverables and tools

6. Provide meeting notes from planning and review meetings

7. Ensure regular updates and information sharing between MOI and the other stakeholders’

8. Conduct joint and independent site visits to monitor and observe the situation of FCPUs in Libya

Support in Key Milestone 2: Support the adoption/finalization of the SOPs on handling cases involving children in conflict with the law and children in contact with the law (victims and witnesses) in coordination and overall guidance by CORAM International; Specific tasks includes:

1. Organize technical roundtable sessions co-facilitated by CORAM and UNICEF

2. Support CORAM in collecting inputs/comments/revisions by the concerned stakeholders

3. Support the validation and adoption process of the SOPs with the concerned stakeholders/Ministry of Interior

Support in Key Milestone 3: Support the planning, and running of a 3 day multi-disciplinary training package for FCPUs

Specific Tasks includes:

1. Provide technical assistance in the drafting of the training package which includes Facilitator’s Manual, a Participant’s Manual and training slides;

2. Facilitate the review process of the training package within MOI

3. Support the organization of the 3 day multi-disciplinary training package with MOI including developing training needs assessments, pre and post surveys and development and follow up of the trainees criteria

Support in Key Milestone 4: Support the planning and running of the 5 day TOT package for the FCPUs

Specific Tasks includes:

1. Provide technical assistance and coordination with MOI and its training department in the criteria setting and selection of the TOT participants

2. Support the organization of the 5 day TOT with UNICEF and MOI (Training department);

3. Post TOT monitoring support to observe the cascade trainings

Support/Technical Assistance provide for Key Milestone 5: To ensure the promotion of alternative to detention policies for migrant and refugee children in Libya; including through the development of referral pathways;

Specific Tasks Includes:

1. To review existing laws and policies around immigration detention

2. To review existing laws/policies around alternatives to detention for Libyan and non-Libyan children

3. To support the drafting and development of child specific referral pathways as opposed to child immigration detention, promoting the release of children in detention and prevent the administrative detention of children;

4. To support the development of any other policies and standards for the promotion of alternative to detention of children including: a) handing over protocols for the release and placement to temporary shelters; b) age assessment tools; c) alternative care standards

5. To organize roundtables with the government and its key stakeholders

Support/Technical Assistance for Key Milestone 6: To facilitate UNICEF’s support to Legal Aid Programmes in Libya

Specific Tasks include:

1. Meet with Legal aid actors and provide technical assistance and support to UNICEF on the way forward for legal aid in Libya;

2. Provide advise and technical assistance on the feasibility of Legal Aid Assistance in Libya

3. Provide technical support for the finalization of a partnerships with potential legal aid coalition and/or CSOs

4. Monitor and follow up on CSOs or Legal Aid Coalitions

Communication with CORAM International and government stakeholders (throughout the phases).

Specific Tasks Include:

1. Maintain weekly contact with the international consultants with updates on progress and challenges and solutions.

2. Maintain regular contact with CORAM and UNICEF with updates on project progress, challenges and solutions

3. Maintain regular contact with the stakeholder committee on project progress, challenges and solutions

To qualify as an advocate for every child you will have…

  • A University Degree in law or related discipline (Bachelors / Master). Master’s Degree preferred.
  • Knowledge of the Justice system including laws and policies in Libya is desirable
  • Minimum of 5 years of work experience in the relevant experience of Rule of Law, Juvenile Justice/Justice for Children with the government or non-governmental organizations.
  • Fluency in English and Arabic is required both verbal and written.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
