Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The National Technical Consultant will work under the overall supervision of FAO Representative (FAOR) in Tajikistan, the technical supervision of the Lead Technical Officer (LTO) in the “Locusts and Transboundary Plant Pests and Diseases” Team (NSPMD).

Technical Focus

The National Technical Consultant will be responsible to implement, facilitate and monitor the implementation of project activities according to the project “Emergency preparedness and response to locust infestation in Tajikistan”.

Tasks and responsibilities:

  • Be responsible for implementation of project activities, including timely development and implementation of project annual and quarterly plans, preparing reports and other documentation, working on administrative issues to ensure the successful implementation of the project on the ground.
  • Liaise with stakeholders and beneficiaries on project implementation;
  • Organize and/or facilitate project meetings and trainings;
  • Facilitate all necessary procurement operations and ensure hand-over of equipment to beneficiary;
  • Follow up on the implementation of the Letter of Agreement (LoA) on ground survey and control operations;
  • Responsible for organization of the monitoring missions of the Human Health and Environmental Team;
  • Facilitate printing and dispatch of Practical Guidelines and of other material prepared within the project;
  • Organize a photo/video media tour to document locust infestations and response;
  • Travel to relevant project meeting, training and implementation sites to facilitate project implementation and prepare short mission reports with clear indication of findings and recommendations;
  • Monitor implementation of project activities and submit short monthly reports summarizing key activities and implementation issues as well as work plan for the next month;
  • Prepare progress and final reports.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Agriculture, Agricultural Economics, Environmental Protection or other related fields;
  • At least 2 years of demonstrated experience in implementation of agriculture related projects;
  • Fluency in English, Tajik and Russian languages;
  • National of the Republic of Tajikistan.

Technical/Functional Skills

  • Familiarity with the locust management;
  • Proved communication skills with national, regional and district authority, national experts and local communities;
  • Excellent computer skills including MS Office applications, Internet, etc.;
  • Experience with international projects, UN agencies and regional donor organizations is an advantage.
