FAO ECTAD (Emergency Center for Transboundary Animal Diseases) is an emergency center established in 2004, specifically aims to assist FAO-member countries in responding to transboundary animal health crisis. FAO ECTAD continuously offers support in controlling Highly Pathogenic Avian Influenza (HPAI) and other endemic diseases, such as rabies dan anthrax. In addition, FAO ECTAD focuses on global health threats transmitted from animals to humans (zoonosis).

Since 2021, FAO ECTAD (Emergency Center for Transboundary Animal Diseases) Indonesia Programme with the financial support from the Multi Partners Trust Funds (MPTF), in partnership with the Ministry of Agriculture’s Directorate General of Livestock and Animal Health (DGLAHS), implements combatting the rising global threat of Antimicrobial Resistance (AMR) through a One Health Approach. The AMR control program in the animal health sector has a legal basis with Law No. 8/2009 governing the prohibition of the use of feed mixed with certain hormones and / or antibiotic feed additives. Ministry of Agriculture Regulation No 14/2017 prohibits the use of certain animal drugs in livestock whose products are for human consumption, and which could potentially endanger human health. The AMR control program has been included in the Strategic Plan of the Directorate General of Livestock and Animal Health Services as a reference/basis for the government to prepare activities and budget allocations related to AMR control in the animal health sector. Under multi sector collaboration, AMR infection risk will be reduced, and antimicrobial use will be optimized through antimicrobial stewardship (AMS) and infection prevention and control (IPC) program.

Reporting Lines

To attain better specific AMR prevention and control planning, and to support guidelines for prudent antimicrobial use in all sectors by adopting an inclusive approach, the Technical Teams of FAO ECTAD Indonesia Programme needs support from a fulltime National Technical Advisor – Antimicrobial Use and Antimicrobial Stewardship.

The incumbent shall operate under the general technical supervision of Country National Veterinary Advisor (CNVA) and overall supervision of the Country Team Leader of FAO ECTAD Program in Indonesia, the direct supervision of the Senior Technical Advisor (STA) Value Chain and AMR, and the general operational and administrative guidance of the FAO Representative.

Technical Focus

The National Technical Advisor will carry out duties, in close consultation and coordination with members of the ECTAD Indonesia team, FAO Representation office staff, government counterparts, donors, and implementing partners

Tasks and Responsibilities

  • Provide technical inputs on improving Infection Prevention and control (IPC), Antimicrobial Resistance (AMR) control, Antimicrobial Stewardship (AMS) program, prudent Antimicrobial Use (AMU)for poultry industry stakeholders in Indonesia, including farmers, producers associations, poultry suppliers, poultry companies, government (national and sub‐national levels), private poultry industry technical services, poultry experts, and academics.
  • Provide technical support on the preparation and implementation of the MPTF activities especially on improving IPC, AMR control, AMS program and prudent AMU in the commercial poultry sector in consultation with GOI and assist in the expansion of the programme;
  • Liaise to Ministry of Health, Ministry of Agriculture, WHO and OIE on the implementation of MPTF activities in coordination with FAO ECTAD Indonesia’s focal person for MPTF project and FAO RAP’s focal person for MPTF project;
  • Work with government officers at the central and provincial / district levels, especially at locations where MPTF activities are implemented;
  • Identify and disseminate proven best practices to poultry stakeholders, especially farmers and animal health professional, for implementation;
  • Provide advice and technical inputs for preparing reports, modules, and presentations on poultry management, poultry diseases, biosecurity, vaccination and use of drugs (especially antibiotics);
  • Support training/teaching activities, workshops, and/or seminars conducted by the MPTF project;
  • Provide technical advice for GOI’s regulations on the issue of National Poultry Improvement Plan and AMR control program in Indonesia;
  • Write regular activity reports (as necessary) to be submitted to the STA-VCAMR
  • Provide inputs for FAO and donor reports;
  • Participate and provide inputs in annual project planning activities;
  • Submit an End of Assignment report covering the last 12 months of work;
  • Perform other related duties as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum requirements

  • Veterinarian; preferably with additional formal or informal education, in particular supporting / related to the commercial poultry industry

Technical/Functional Skills****:

  • Experience working in the poultry industry and with Government of Indonesia, and has a networking relationship with poultry stakeholders in Indonesia at least 5 years.
  • Knowledge and experience related to AMR/AMU at least 5 years.
  • Strong interpersonal communication skills, ability to engage and speak confidently in forums, meetings and seminars.
  • Experience in facilitating training using a participatory approach would be an advantage.
  • Proficiency in both written and spoken English is required
