Organizational Setting:

The FAO is implementing a Blue Transformation programme in Comoros, Madagascar, Mauritius and Seychelles.

Through the FAO Mauritius office, the Ministry of Blue Economy of Mauritius was requested to provide technical support to help achieve a robust and inclusive process for the development of a Blue Economy Policy as well as related activities. It is hoped that a successful policy elaboration process will enable the Blue economy to be sustainably developed through improved governance of the ocean sector leading to greater social and economic wellbeing for the people of Mauritius. Specifically, the project will assist the Government in implementing a participatory policy formulation process, accompanied by capacity building related to the policy as well as legal assistance.

Another element of the programme is a project in Seychelles that will contribute to addressing challenges that entrepreneurs are facing to enter and in doing business, and in particular the fisheries post-harvest sector. One of the challenge areas that the project will work is related to the emergence of by-catch processors, access to industrial fishery by-catch has been an issue. Industrial purse seiners who supply the by-catch are now more in favour of transshipping their by-catch instead of selling it to local by-catch handlers. This has led to negative effects for these processors since it hinders their operations and the absence of regulations regarding access to by-catch increases uncertainty. The project will develop a set of comprehensive and harmonized guidelines through extensive consultation with relevant institutions detailing the various standards for fish processing, which will set the framework and guiding principles for numerous components related to fish processing. The other project outputs (2 will essentially contribute to identified relevant issues which are required to be addressed for the purpose of Ease of Doing Business in the fisheries sector; and guidance provided on ways to gain local access to industrial fishery by-catch.

Other components of the FAO Blue Transformation programme include a project on aquaculture development implemented in Madagascar, as well as a project in fisheries assessment and management support for Comoros.

Reporting Lines:

The national consultant will work under the general supervision of the FAOR in Madagascar, to Comoros, Mauritius and Seychelles, the direct supervision of the Deputy FAO Representative, the technical guidance of the project Lead Technical Officer (LTO), and in close collaboration with the national project team.

Technical Focus :

Planning, management, delivery and reporting of the activities of the project.

Tasks and responsibilities

The incumbent will be responsible for implementing all programme activities in the projects which are operational in Mauritius and Seychelles as well as support the projects in Comoros and Madagascar as required; this will include, inter alia, the following tasks:

  1. Day-to-day management and assistance for the effective collaboration of the project personnel and the implementation of all project activities in Mauritius and Seychelles;
  2. Manage the input to the project by the team of project personnel closely, and closely support the personnel in the process for the achievement of outputs and related activities of the projects in Mauritius and Seychelles;
  3. Prepare and follow up closely and timely on implementation of all the project activities and relevant institutions to the projects;
  4. Organize of all activities of the projects in Mauritius and Seychelles through the supervision, assistance and monitoring of collaboration with the relevant institutions;
  5. In collaboration with the government institutions in Mauritius and Seychelles, and FAO project units (including the project teams/country representations, Subregional Office for Southern Africa and Head Quarters), organize and help to facilitate any training/workshop and field activities of the projects;
  6. Make relevant institutional contracts, prepare and drive the implementation of awareness, communication and visibility plans of the projects;
  7. Prepare project management tool including work plans, operational plans for the projects (update those as required), and prepare monthly workplans so as to effectively manage the required work plans of all project personnel, track progress of activities, monitor budget expenditures, prepare reports of project activities and other relevant areas;
  8. Collaborate and support closely and as required other project managers and teams within the FAO office for Comoros, Madagascar, Mauritius and Seychelles and the SFS Technical Coordination unit for effective delivery of the programme and best possible results achieved by the Fisheries and Aquaculture Programme in Southern Africa;
  9. Work on resource mobilization and building the Fisheries and Aquaculture Programme by identifying partners, developing concept notes (also based on ongoing projects), and formulating projects in collaboration with the SFS Fisheries and Aquaculture Technical Coordination Unit;
  10. Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in fisheries or related field to this assignment.
  • At least 7 years of work experience in governance, policy and management of fisheries and preferably related ocean sectors.
  • Solid track record/experience in project management and implementation
  • Working knowledge of English and French
  • Personal competencies as specified in selection criteria
  • Nationality of Seychelles or resident in the country with a regular work permit.

  • Relevance of qualification.
  • Extent of relevant experience (governance and management, fisheries and/or other blue economy related fields, and project management)
  • Extent of relevant technical experience in other geographic locations including Mauritius and/or other Southwest Indian Ocean states.
  • Personal skills: Self-driven, team player, patient, self-confident, reliable and empathetic.
  • Demonstrated analytical and organizational skills.
  • Quality of oral and written communication skills in English and French.
