Organizational Setting

The Food and Agriculture Organization (FAO) of the United Nations is mandated by the United Nations General Assembly to lead international efforts to defeat hunger and poverty around the globe. The Organization has broad mandate, which covers multiple disciplines and sectors (agricultural crops, livestock, forest management, fisheries, climate change, management of natural resources, legal and policy frameworks, etc.), and it allows the provision of a holistic and multi-sectorial support on climate change mitigation and adaptation in the fisheries, forestry and land-use sectors, and benefit from the advice of technical experts from different technical areas.

In line with the above mandate, and in response to the needs of the country, FAO Gambia and partners are implementing the Climate Fishery Initiative for Livelihood Improvement in the Gambia (PROREFISH Gambia) project. The Project aims to address increased resilience and enhanced livelihoods, health, wellbeing, food and water security of the most vulnerable people, communities, and regions. The project will scale up adaptation measures that have been proven in a few countries in West Africa, and in similar contexts, with a particular focus on climate-proofing fisheries infrastructure and on value chain segments dominated by women (fish handling and processing).

The project intends to invest in climate adaptation measures (climate-proofing of landing sites) and in the introduction of new improved fish processing technologies with a reduced carbon footprint at six major coastal fish landing sites and one river landing site (on the Bintang Bolong, a major tributary of the Gambia river).

The design shall follow the format of Green Climate Fund (GCF) design and construction requirements.

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative in The Gambia, the Technical Supervision of the Lead Technical Officer (LTO), the direct supervision of the National Project Coordinator an in close collaboration with the FAO Gambia civil engineer

Technical Focus

The incumbent will be responsible to carry out a detailed design of all construction works at all the targeted fish landing sites.

Tasks and responsibilities

Among others, the scope of works for the project shall involve the following activities:

• Preliminary investigation and basic design using existing data on bathymetric and soil data • Review of available data, bathymetry charts and study reports; • Detail analysis of data and bathymetry charts to find the change in the channel morphology. • Establishment of baseline condition on tide, current, sedimentation and scouring pattern and present navigability around the proposed dredging area • Development of monitoring plan for quality control of the dredging and its performance; • Confirm that the contractor is dumping the dredged material at designated place • Assess the potential impacts of the project’s activity on surrounding environment • Geo technical and marine soil investigations around the project area • Land side soil investigation • Topographic surveys • Bathymetric surveys

Minimum Requirements

• Master’s degree or equivalent in Environmental Science, Environmental Engineering, Civil Engineering, especially in Fisheries; • At least 7 years of work experience in the field related to the tasks and responsibilities of this position; • Working knowledge of English with excellent written and spoken skills; • Working knowledge of one or more local languages will be an advantage; • National of Gambia or a legal resident in the country.

Technical/Functional Skills

• Have been involved in at least two (2) Environmental Impact Evaluation studies on construction projects especially fish processing and landing sites infrastructures; • Experience in the design, implementation, monitoring and/or evaluation of projects in the field of fisheries and natural resources management, will be an asset; • Excellent analytical and communication skills; • Strong experience liaising with government, and civil society stakeholders; • Familiarity with the United Nations System and/or other international organizations is an advantage; • Familiarity with the United Nations System and/or other international organizations is an advantage; • Good command of information technology and communication tools; • Proficient in undertaking inclusive and participatory community and stakeholder consultation, especially with vulnerable populations; • Have good oral and written communication skills; • Be open to changes and able to manage complex situations; • Have solid knowledge of Information and Communication Technologies; • Excellent written, presentation and reporting skills; • Demonstrated rigor in the work, great availability, an aptitude for teamwork and a developed spirit of initiative; • Energetic, positive, constructive attitude in approaching work; • Positive response to feedback.
