You have:
- A minimum of a Master’s degree in fisheries, aquaculture or directly related discipline or equivalent.
- Minimum of 8 years relevant work experience in fisheries.
- Working knowledge of English.
- National of Gambia or a legal resident in the country.
Organizational Setting
FAO Gambia and partners are implementing the Climate Fishery Initiative for Livelihood Improvement in the Gambia (PROREFISH Gambia) project. The Project aims to address increased resilience and enhanced livelihoods, health, wellbeing, food and water security of the most vulnerable people, communities and regions. The project will scale up adaptation measures that have been proven in a number of countries in West Africa, and in similar contexts, with a particular focus on climate-proofing fisheries infrastructure and on value chain segments dominated by women (fish handling and processing).
Lack of systematic information relay mechanisms to reach fisher folk as well as lack of extension services tailored to women’s needs and capacities is considered a major limiting factor in the fish value chain dominated by women. To this end, the project is required to develop en e-extension system for fisheries and aquaculture to facilitate the access to information and to support fisher folk and other value chain actors in their adaptation efforts and sustainable fisheries resources management. The system shall be executed by FAO and MoFWRNAM
Reporting Lines
Under the overall supervision of the FAO Representative in The Gambia, the Technical Supervision of the Lead Technical Officer (LTO), the direct supervision of the National Project Coordinator. In close collaboration with the Ministry of Fisheries, Water Resources and National Assembly Matter, Ministry of Agriculture and Department of Fisheries.
Technical Focus
The incumbent will be responsible for the development of a detailed feasibility study (including needs assessment) and technical parameters of the proposed e-extension system. More specifically, the feasibility study should address the following outline:
• Detailed design (architecture, layout, content, modules, layers, functionalities, etc.) of the e-extension system • Cost estimates of the system and technology to be used • Requirements documentation / Bill of quantities (BoQ) • IT equipment needed • Licencing implications for all software and required permits • Map out information gaps relevant to fisheries sector • Stakeholders in the fisheries sector in the application of e-extension system and the utilization of ICT • User manual • Any other pertinent issue. • Bathymetric surveys
Tasks and responsibilities
• Identify digital deficiencies in fisheries extension service sector and benchmark technology use against international best practices. • Review Policy guidelines, requirement and permits for public information dissemination. • Review relevant stakeholders in the fish value chain including youths and women, extension staff, fisher folk communities, and assess their main information/communications needs. • Review relevant stakeholders in the fish value chain including youths and women, extension staff, fisher folk communities, and assess their main information/communications needs. • Develop appropriate guidelines for implementing e-extension system. • Prepare plan for organizing and facilitate trainings in e-extension service for fisheries and aquaculture extension staff, fishers’ folks and other beneficiaries of the project. • Identify the equipment needs for undertaking e-extension needed and arrange for procurement of the same under the project. • Contribute to the development, installation, testing and commissioning of the system. • Maintain the operation and user-maintenance manual, and train the staff of the system. • Carry out an assessment of the sector’s readiness and capacity to use state-of-the-art technologies targeting fisher folks, aqua culturists, women processors and other stakeholders. • Develop clear protocols for documenting and disseminating fisheries related information. • Identify the human resource requirements and institutional structure for managing the system. • Conduct stakeholder consultations to identify the strengths and ascertain possible issues, risk or challenges that may affect operationalisation of the system. • Assess the physical and technical security risks to data, software and hardware within the systems and implement appropriate protocols and tools to minimize any chances of security breaches. • Develop a clear documentation for end-users/non-technical persons on how to use the systems, inclusive of a troubleshooting guide.
