Organizational Setting:

FAO Representative in Seychelles.

FAO, in close collaboration with the Government of Seychelles through the Ministry of Agriculture Climate Change and Environment (MACCE), is committed to formulating the Country Programming Framework (CPF) document for the period 2022-2025. The process of formulating the CPF, as a planning and resource mobilization tool, would consist in targeting interventions focused on food and nutritional security according to mutually agreed priority areas in line with the Government's orientations and FAO's strategic objectives. As part of the implementation of this process, FAO is recruiting a national consultant to support the formulation of this strategic document.

Reporting Lines:

Under the direct managerial and administrative leadership of the FAO Representative in Madagascar, Comoros, Mauritus and Seychelles, as the Budget Holder, and in close collaboration with the Ministry of Agriculture Climate Change and Environment (MACCE).

Tasks and responsibilities

Under the overall supervision of FAOR of Madagascar, Comoros, Mauritius and Seychelles, the technical supervision of the FAO focal point in Seychelles and the DFAOR of Madagascar, Comoros, Mauritius and Seychelles and in close collaboration with the MACCE, the local consultant will be responsible to:

• Coordinate the establishment of the CPF working group, in collaboration with the MACCE and other ministries involved in food and nutrition security, environmental protection and social protection. • Support the CPF working group in the formulation of the document while ensuring the alignment of the document with FAO's Strategic Objectives and national priorities and in compliance with the instructions of FAO's sub-regional and regional offices. • Facilitate the CPF working group, he/she will: • Conduct a contextual analysis at the national level and provide relevant information for a better coherence of the strategic orientations of the CPF document, • Collect and analyze all relevant information on the country (including national/sub-regional development and sectoral strategies and policies in the areas of FAO's mandate) to facilitate the discussions • Support the group in the planning and implementation of the activities included in the roadmap for the CPF formulation process, • Document and consolidate the results of the CPF working group's working sessions and exchanges, as well as the elements gathered during the various dialogues/consultations held, • Ensure the drafting of the CPF document based on the contributions of the CPF working group while ensuring compliance with the required format in accordance with the related guides. • Carry out any other tasks requested by the hierarchy and ensure that the hierarchy is regularly informed of the progress of activities in the CPF formulation process.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in rural development, tourism management, agricultural/rural economic, social sciences, business or related subject • 10 years’ experience in facilitation of workshops, data analysis and diagnosis in the agricultural or food sector. • Working knowledge of English (level C). • National or resident of Seychelles
