Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger. Our goal is to achieve food security for all and make sure that people have regular access to enough high-quality food to lead active, healthy lives.

FAO Sub-Regional Office for Central Asia (SEC) is responsible for developing, promoting, overseeing and implementing strategies for addressing food security, agriculture and rural development priorities in the sub-region; Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkey, Turkmenistan and Uzbekistan. The Organization’s technical assistance includes institution building, development of knowledge and competencies, and exchange of experience among countries facing the challenges of transition.

The National Expert on Climate Change / Policy and Institutional Analysis will be assigned in Nur-Sultan, Kazakhstan and conduct assessment of the context of climate change institutionally, elaborate the proposals within the Organization’s project being developed and implemented in the sub-region, throughout the Project Cycle.

Reporting Lines

The National Specialist on Climate Change / Policy and Institutional Analysis will be under overall supervision of Investment Support Officer/OiC FAO Kazakhstan and the technical supervision of LTO of the project and will receive guidance from a higher graded International Expert on Climate Change and Agriculture and day-to-day guidance of the FAO Kazakhstan office.

Technical Focus

Ensure the smooth and efficient operations of the assessments of the context of climate change institutionally, review the implemented state support measures, elaboration of the proposals and other contribution to project activities under sub-regional projects. He/she acts independently in routine matters and interacts with a wide variety of colleagues within the organization providing technical support.

Tasks and responsibilities

The National Expert on Climate Change / Policy and Institutional Analysis will perform the following tasks:

  • Jointly with the technical and methodological guidance of the international consultant identify the Government priorities, country programmes for GCF and NDCs;
  • Conduct assessment of the context of climate change institutionally (NDCs, country programmes, national and sectoral development plans, climate change assessments);
  • Understand the challenges, gaps and barriers of the climate change country programme in agriculture sector;
  • Prepare a review of the implemented state support measures and their overall impact on climate change indicators and NDCs achievement;
  • Identify major gaps of the State Programmes on climate change;
  • Aggregate the information on the climate change during the assessment and the development process of the Concept Note;
  • Elaborate the proposals on the climate change policies in the agriculture sector and NDCs achievement;
  • Ensure effective liaison with local and national authorities, key partners, and stakeholders on a regular basis;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Climate change, Public Policy and Institutional Analysis.
  • Three years of relevant experience.
  • Working knowledge of Russian (Level C). Working knowledge of English is desirable
  • Good knowledge of the MS Office applications, Internet and office technology equipment
  • National of Kazakhstan or resident in the country with a regular residence/work permit

Selection Criteria

  • Extent and relevance of experience in Climate Change.
  • Work experience within the United Nations system is considered as an asset, but not mandatory
