Develop a comprehensive National Action Plan on AMR budgeting.
You have:
- Advanced university degree in public health, veterinary medicine, microbiology, health policy, or a related field
- Minimum 3 years of experience in the field of public health and veterinary medicine
- Working knowledge of English
- National of Mongolia or resident in the country with a valid work permit
Organizational Setting
FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.
Reporting Lines
The incumbent will work under the overall supervision of the FAO Representative in Mongolia, will report to the FAO Representative in Mongolia, under the technical supervision of a Lead Technical Officer (LTO) and in collaboration with the MPTF project coordinator.
Technical Focus
• Review and analysis of MNAP budgeting: 2017-2022 and 2022-2025 • Support the development of budgeting on MNAP 2026-2029 • Introduce operational plan and budget of MNAP 2026-2029 to MSCC
Tasks and responsibilities
The incumbent will work in close coordination with the FAOR office and the Project Management Units (PMU) to implement relevant policies, procedures, and practices, and will operate under the supervision of the budget holder as required. Specifically, he/she will:
• Support the development of a comprehensive, multisectoral, and budget-aligned National Action Plan on AMR for 2026–2029, guided by the newly developed M&E framework, ensuring alignment with the One Health approach and international standards. • Review the current MNAP-AMR (2023–2025), relevant reports, and the finalized M&E framework. • Draft the MNAP-AMR 2026–2029 with clear goals, objectives, indicators, budgets, and implementation pathways. • Support the alignment with the WHO GAP-AMR, FAO Action Plan, WOAH AMR Strategy, and the SDGs. • Conduct desk review of existing policy documents and evaluations. • Draft the new MNAP-AMR in line with the M&E framework and One Health principles. • Support the development of a costing and budgeting section under the supervision of MPTF project coordinator. • Revise and finalize the document based on stakeholder and partner feedback. • Any other tasks

• Proven experience in developing AMR-related national strategies or action plans • Demonstrated experience in stakeholder facilitation and participatory planning • Mongolian language capacity is an asset. • Experience with development of financial budgeting framework • Familiarity with financial and investment planning and analysis. • Familiarity with One Health approaches and the global AMR agenda • Strong report-writing and documentation skills.
