Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The position is located in the FAO Representation in Tirana, Albania.

Reporting Lines

The incumbent will work under the overall supervision FAO Representative for Albania, the operational and administrative supervision of the Budget Holders and overall technical guidance and supervision from REU Policy Officer (LTO of the project), and in close collaboration with national project manager (FAOAL).

Technical Focus

The focus of the FAO project is to assist Ministry of Agriculture and Rural Development is Albana towards EU accession process in the areas of agriculture and rural development (FADN, GIs, SDGs, marketing standards, organic production and agricultural policy analysis). In the area of policy analysis, the technical assistance is required to monitor the implementation of Agriculture, Rural Development and Fisheries (SARDF) and to developing the tools for monitoring the strategy implementation.

Tasks and responsibilities

• Support Ministry of Agriculture and Rural Development in developing a tool (word-based or excel-based solution) for monitoring the strategy for Agriculture, Rural Development and Fisheries (SARDF) indicators 2021-2027; • Develop a strategy monitoring and evaluation action plan for the SARDF 2021-2027, a template for Annual report and strategy monitoring indicators and provide training for respective Ministry unit responsible for organizing the reporting; • Liaise with leading institution and asses the indicators foreseen for 2022-2023; • Prepare a brief report on SARDF implementation with updated indicators for 2023 and present it to the Ministry unit responsible for organizing the reporting (up to 5 pages, 1 page for indicators); • When required participate to the meetings (physically/online) and prepare the minutes of meetings; • Perform other related duties as and when required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in economics, statistics, business administration and/or related fields. • At least 7 years of experience; • Excellent command of English, including excellent reporting skills; • National of Albania or a legal resident in the country
