National Specialist in Development of the Zanzibar Standard Veterinary Treatment Guidelines

Organizational Settings

FAO in collaboration with GHSP program funded by the United States Agency for International Development (USAID) is planning to hire a consultant for development of the standard veterinary treatment guidelines in Zanzibar. This will contribute to address the FAO’s fifth strategic objective “increase the resilience of livelihoods to threats and crises”. Furthermore, it will also contribute to strengthen animal health systems through addressing common livestock diseases affecting the large scale and smallholder farming systems in Zanzibar. These guidelines will benefit both private and public sectors, whereby the private sector works alongside with the public sector to deliver veterinary services in Zanzibar. The service providers are required to observe and abide to the code of conduct and ethics. However, compliance to the professional conduct and ethics is not at a level as expected and therefore enforcement needs to be enhanced. Cognizant of the fact that the veterinary profession in Zanzibar needs to contribute towards protection of public health through appropriate veterinary drug use and limit adverse impacts such as antimicrobial resistance.

Reporting Lines

The National Consultant will work under the overall supervision of the FAO Representative in Tanzania, direct technical supervision of the ECTAD Country Team Lead and the operationalization of the National AMR Coordinator with collaborative support from national technical team of the Emergency Centre for Transboundary Animal Diseases (ECTAD) in Tanzania.

Technical Focus

As part of the activities of the FAO Emergency Center for Transboundary Animal Diseases (FAO-ECTAD), the consultant will work closely with FAO ECTAD Country Team Lead, FAO CMC-AH, and national AMR coordinator to support the Revolutionary Government of Zanzibar to develop the standard veterinary treatment guidelines. The consultant will undertake the following tasks and responsibilities.

Tasks and responsibilities:

• Hold consultative discussions with the Chief Veterinary Officer of Zanzibar and other relevant stakeholders involved in animal health services delivery in Zanzibar • Undertake document review to understand common illnesses of livestock in a context of Zanzibar. • Review the AMR regulatory framework assessment report for Zanzibar. • Develop the standard veterinary treatment guidelines for Zanzibar clearly indicating drugs, dosage information and preventive measures of livestock diseases in Zanzibar. • Submit final consultation report including the completed standard veterinary treatment guidelines for Zanzibar.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Hold a degree in veterinary medicine or a doctor in medicine. A master’s degree in above related fields will be an added advantage. • Have a minimum of five (5) years professional experience in the implementation of animal health and human health emergency programs; strengthening of health systems support, technical and or institutional and organizational support for public services in risk preparedness and management; • Candidates should be Tanzanian or resident in the country with a regular work permit.

Technical/Functional Skills

• Have experience in disaster management, emergency response, and good knowledge of government working system • Have experience in co-operation with the Public Administration (Veterinary Services, Public Health Services, Environmental Services, and Prime Minister's Office) and / or international organizations (OIE, FAO, WHO, AU-IBAR, IAEA, World Bank, etc.). • Have technical, institutional and organizational capacity in building risk preparedness and management; • Have experience on supporting process to develop or review governance manual, SoPs, legal frameworks or guideline; • Be able to draft reports clearly, concisely, and good oral and written communication skills. • Be able to work in English and Kiswahili • Excellent computer skills.
