Organizational Setting

Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the policy and technical guidance of the Animal Health Officer/ECTAD Global Coordinator (NSAH), in line with programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the functional and administrative supervision of the FAO Representative in Mozambique, the direct supervision of the ECTAD country team leader in Mozambique, and in collaboration with ECTAD country and regional teams in Eastern Africa.

Technical Focus/Tasks and responsibilities

To this purpose, the National Consultant will undertake the following tasks:

• Identify and collect all documents, reports, directly or indirectly relevant for Broilers, layers and indigenous kept in closed regime farm biosecurity, poultry disease prevention through vaccination and hygiene. This includes national, regional and international documents aligned with international recommendations for IPC Guidelines in food producing animals and their products (from OIE Standards, Codex guidelines and FAO guidelines. • Draft a national guideline entitled - Good Practices to reduce Antimicrobial Resistance and Promote prudent use of medicines in poultry production. The outline of the guideline will be provided by FAO. • Submit guidelines to the actors of the poultry industry, namely the associations of poultry farmers, the poultry farmers and the animal health professionals who provide assistance to the poultry sector as well as the Veterinary Authority for feedback • Submit guideline to FAO for review and incorporate feedback • Facilitate the preparation of and participate in a validation workshop with the project team, and other national stakeholders and incorporate feedback. • Prepare the final version of the Guidelines (in English and Portuguese) and submit to FAO for approval. • If requested, participate in AMR regional discussions and meetings.

Minimum Requirements

• University Degree in Veterinary Medicine or related field and post-graduate / extensive experience in Veterinary Epidemiology or veterinary Public Health • Experience in veterinary epidemiology/animal health activities / public health programs at national level; • Working knowledge (level C) of English and limited knowledge of one of other FAO languages for COF.REG; Working knowledge of English for PSA.SBS • Portuguese mother tongue;

Technical/Functional skills

• Experience in in veterinary epidemiology/animal health activities related to public health or animal health programmes; • Extent and relevance of experience in developing IPC Guidelines related to public or animal health programmes at national level; • Ability to work in interdisciplinary teams and with multiple stakeholders; • Experience with UN, and other International Organizations would be an asset.
