Overview

Develop a national SRGBV communication strategy for schools

You have:

  • Master’s degree in communication, SBC/Communication, social sciences, media, gender studies, or a related field.
  • A minimum of 8 years’ experience in developing and implementing communication strategies, particularly in the field of gender-based violence, child protection, or education
  • Proven experience in conducting situation analyses, research, and assessment related to SRGBV or similar issues
  • Demonstrated skills and experience in developing key messages, communication materials and awareness-raising campaigns
  • Proven ability and experience in developing work plans and budgets
  • Strong analytical and research skills, including proficiency in use of research tools, methodologies, and knowledge of monitoring and evaluation frameworks and indicators for communication strategies.
  • Experience in conducting stakeholder consultations, workshops and training sessions, as well as facilitating focus group discussion and coordination meetings.
  • Proficiency in designing and utilizing various communication channels, such as social media, website, multimedia and community outreach methods
  • Knowledge of behaviour change communication approaches and social norms theory
  • In-depth understanding of child rights, gender equality and participation principles, gender-based violence, particularly in the context of schools and education
  • Familiarity with the education sector in Sierra Leone is an advantage, as well as with the Whole School Minimum Standards and their implementation in addressing SRGBV
  • Excellent command of English and written and verbal communication skills, including ability to convey complex information in a clear and concise manner
  • Good project management skills including strong attention to detail and quality assurance in deliverable
  • Proficiency in local languages spoken in Sierra Leone is an advantage.
  • Computer literacy

How can you make a difference?

The purpose of this assignment is therefore to develop a costed School-Related Gender-Based Violence Social and Behavior Change Communication Strategy. The Strategy aims to support the implementation of the Whole School Minimum Standards and create safer and more inclusive learning environments in Sierra Leone. The Strategy will focus on enhancing awareness, engagement and behaviour change of parents, communities, school leadership, teachers, adolescents and children regarding SRGBV issues and existing policies, strategies and actions, and reporting mechanisms to prevent and respond to SRGBV in schools and communities. It will also aim to promote positive behaviours and alternative ways of disciplining to eliminate corporal punishment and shift social norms.

Scope of Work:

Under the supervision of the UNICEF SBC Specialist, with close oversight of the Education Specialist and coordination with the (MBSSE) and (MoGCA), the consultant will undertake the following tasks:

a. Situation Analysis:

  • Conduct a thorough review of existing documents, reports, and research related to SRGBV in Sierra Leone and globally, including the Sierra Leone SRGBV study and action research.
  • Analyze the findings from the pilot whole-school approach as well as SRGBV programmes, identifying barriers, opportunities, and entry points for SRGBV prevention and response.
  • Assess the current knowledge, capacities, and commitment of stakeholders, including school principals, teachers, parents, and community leaders, regarding SRGBV prevention and response.

b. Strategy Development: Develop a comprehensive communication strategy that addresses the identified gaps and challenges, builds on existing initiatives, and aligns with the Whole School Minimum Standards.

  • Assess the current communication landscape, including channels, tools, and resources utilized for SRGBV prevention and response.
  • Identify key stakeholders and conduct consultations with relevant government entities, education authorities, school administrators, teachers, students, parents, community leaders, and civil society organizations working in the field of education and child protection.
  • Define the target audience(s) for the communication strategy, considering students, teachers, parents, community leaders, and relevant education authorities.
  • Develop clear and measurable objectives for the communication strategy, aligned with the Whole School Minimum Standards.
  • Identify key messages and communication channels that will effectively reach and engage the target audience(s).
  • Propose strategies and activities to raise awareness, promote behaviour change, and foster coordination among stakeholders.
  • Ensure the strategy is inclusive, gender-sensitive, and considers the specific needs and vulnerabilities of different groups, including people with disabilities.
  • Incorporate feedback and inputs from relevant stakeholders through consultations and workshops.
  • Define a clear monitoring and evaluation framework for the strategy.

c. Costed Implementation Plan:

  • Develop a detailed plan outlining the activities, timelines, responsible parties, and required resources for implementing the communication strategy.
  • Propose strategies for monitoring and evaluating the effectiveness of the communication activities.
  • Recommend mechanisms for ensuring coordination and collaboration among stakeholders during the implementation phase.

d. Capacity Development: Develop a capacity development plan to enhance the knowledge and skills of key stakeholders involved in the implementation of the strategy.

  • Identify capacity gaps among stakeholders, particularly school principals and teachers, in addressing SRGBV.
  • Develop recommendations for capacity development initiatives, including training programs and workshops, to strengthen their knowledge and skills.
  • Propose strategies to engage parents and enhance their understanding of SRGBV, the Code of Conduct, reporting mechanisms, and positive discipline approaches.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
