Overview

Provide technical and logistical support for REDD+ initiatives in Nepal.

You have:

• A minimum of a Bachelors degree in natural resource management, information management or related field is required.
• A minimum of seven years working experience in related field is required.
• Demonstrated experience working with government stakeholders and knowledge of Nepal's legal framework, particularly for forest & environment sector is required.
• Experience in the development/application of environmental and social safeguards, standards, impact assessments, and/or monitoring and evaluation is desirable.
• Fluency in written and spoken Nepali and English is required.
• Excellent written communication skills are required.

Result of Service The following documents will be prepared: - Final draft of the Summary of Information and accompanying documents, in Nepali and English, ready for submission to MOFE - Final draft of the ART-TREES registration document safeguards sections (section 7), and accompanying documents, in Nepali and English ready for submission to MOFE - Final draft of the LEAF BSP and GRM documents in English and Nepali.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

Nepal is participating in REDD+, including through the Forest Carbon Partnership Facility (FCPF) and other programs. The country has developed a National REDD+ strategy to implement REDD+ readiness programs and projects to reduce emissions from carbon focused management of Nepal’s forests, and its Emission Reduction Program Document (ERPD) was endorsed by the Carbon Fund portfolio of the FCPF in 2018, covering 13 districts of the Terai Arc Landscape for the period 2018 to 2028. Nepal is also developing and implementing other REDD+ and related programs, including under the Green Climate Fund (GCF), and has submitted an Expression of Interest to the LEAF Coalition and a concept note to ART-TREES.

The objective of this assignment is to provide technical and logistical support to activities under the 2022-2023 UN-REDD Programme Technical Assistance to Nepal, with a focus on key steps related to meeting the safeguards requirements of international REDD+ initiatives, including registration with ART-TREES and the finalization of the country’s first Summary of Information on safeguards.

The assignment will be carried out in coordination with the REDD Implementation Centre of Nepal (REDD IC), and the UN-REDD Programme partners supporting Nepal, including FAO, UNEP and UNEP-WCMC. The consultation processes for the SOI and ART-TREES will be organized by a local partner organization, with support from the national consultant as needed.

The tasks of this assignment are to: 1. Update and finalize the draft Summary of Information (SOI), utilizing a draft report that has already been prepared. This includes the preparation, coordination and facilitation of a stakeholder consultation process, integration of feedback and comments, and submission of the final draft SOI in English and Nepali to the Ministry of Forests and Environment (MOFE). 2. Develop a draft of the safeguards related sections (Section 7) of Nepal’s ART-TREES registration document, with text responding to structure, process and outcome indicators including assisting with a stakeholder consultation process, integration of feedback and comments, and submission of an English and Nepalese final draft version to MOFE. 3. Based on existing plans/mechanisms, prepare documents setting out the benefit sharing plan and grievance redress mechanism for the LEAF jurisdiction, aligned with relevant regulations and ensuring that ART-TREES and Nepal’s own SIS requirements are met.

This consultancy will be under the overall coordination of the UN-REDD Regional Coordinator for Asia Pacific and under the guidance of the UNEP REDD+ Safeguards Officer.
