Overview

Enhance capacity of Sudanese national counterparts in risk knowledge and early warning systems.

You have:

  • Advanced university degree in economics, social sciences, statistics, disaster management, or related field is required.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • A minimum of 5 years of work experience in research and analysis in disaster risk reduction or related area is required.
  • Experience in information management or statistics is required.
  • Experience in data conversion, management of quantitative and qualitative data systems, integration and projection, and mapping/GIS software is desirable.
  • Experience in dealing with Sudanese government knowledge management resources and disaster loss accounting system is desirable.
  • Fluency in English and Arabic (both oral and written) is required.

Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy position is recruited by the UNDRR Regional Office for Arab States (ROAS), and will be based in Sudan. The consultant will work directly under the supervision of the Risk Knowledge Programme officer in Cairo, Egypt. The consultant has to be based in Sudan. Duties and Responsibilities Under the supervision of Risk Knowledge Programme Management Officer in UNDRR ROAS and in coordination with the Risk Knowledge Branch in UNDRR Geneva HQ, the consultant will: • Guide the Sudanese government in the implementation of a roadmap sustainability of an Early Warning System. • Support the sourcing of existing hazard, exposure and vulnerability information for Sudan • Gather national data where relevant (census, cadaster, infrastructures, ecosystems, etc. and support Early warning mechanisms at national and local level in Sudan. • Coordinate and support the national secretariat of national platform and national coordination of EW4All. • Support government drafting of Target G report. • Facilitate development of standards and practices for data management and information systems. • Facilitate drafting of legislation and mandates for Sudanese government. • Support coordination/logistics for capacity development for Sudanese authorities and stakeholders under the Water at heart project. • Support and facilitate trainings on Disaster Tracking Systems and loss and damage in Sudan and related platforms e.g Sendai Framework Monitor • Organize Data management trainings for Sudanese authorities. • Support the National Council of Civil Defense in using national data for planning • Support the data maturity assessment, risk data governance, and trainings on Multi hazard risk assessments in Sudan. • Support the impact-based forecasting work for effective EWEA in Sudan. • Participate and provide technical support in country programming and meetings with Sudan country team under WHCA project. • Provide logistical and technical facilitation support for conducting capacity building workshops/ consultations on Water at heart under Climate Action project with government counterparts and stakeholders at national and local level.

Qualifications/special skills

• Advanced university degree in economics, social sciences, statistics, disaster management or any other related field is required. • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree • A minimum of 5 years of work experience in research and analysis in disaster risk reduction or any other related area is required; • Experience in information management or statistics is required, • Experience in data conversion, management of quantitative and qualitative data systems, integration and projection, mapping/GIS software is desirable; • Experience in dealing with Sudanese government knowledge management resources (sector, macro, sub-national)and disaster loss accounting system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English and Arabic (both oral and written) is required.
