Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. Under the UN-REDD Technical Assistance to Nepal, UNEP is looking to engage a national consultant from Nepal to provide technical expert services to facilitate the review and update of the National REDD+ Strategy of Nepal. Under the supervision of the UN-REDD Asia Pacific Coordinator and in close coordination and guidance from the Chief of the REDD Implementation Center and the team leader of the revision to the National REDD+ Strategy of Nepal, the consultant will be working closely with the UN-REDD National Coordinator, the FAO, the Ministry of Forests and Environment (MOFE), the Department of Forests and Soil Conservation, the Forest Research and Training Center, the Province Forest Ministries, and related agencies representing forest communities like FECOFUN and NEFIN. The consultant will provide technical support to facilitate the consultations for the review of the National REDD+ Strategy of Nepal. This includes the following: - Prepare a consultations plan for the review of the National REDD+ Strategy and related documents. o Work together with the team to prepare the plan for a total 4 consultations (3 FCPF ER program area and 1 in Kathmandu). o Identify the appropriate representation to join the consultations. o Draft the agendas and prepare PPT and related documents needed for the consultations. - Gather feedback from consultation meetings with stakeholders at field and Central level (3 field level consultations and 1 National level consultation). o Coordinate consultation meetings with official dignitaries and other senior officials from MOFE, Respective Departments, other agencies, REDD IC, concerned line ministries and stakeholders. o Arrange and coordinate the participation of representatives to the consultations (30 people for each provincial level consultation and national level consultation). o Prepare information package to be used prior and during consultations (aligning with Nepal’s draft FPIC guidance, e.g., section on information sharing). The consultations should allow stakeholders to provide feedback on the review of the previous NRS as well as the proposed revision, and all the information and outcomes of the consultations should be recorded (using a template that will be provided). o Support the facilitation of the focus group discussions and informal discussions with key informants if needed (e.g., to ensure perspectives of communities, IP, women, main sectors and other key stakeholder groups are integrated). - Prepare the final feedback report from the consultations. o Support the Team leader to finalize the revised NRS incorporating feedback provided by stakeholders during consultations and any focus group discussions. o Support the incorporation of all inputs, comments and feedback from the participants of the final validation workshops.

Qualifications/special skills

Education: • An advanced degree in Forestry, Environmental Science or Public Administration is required. • A first-level university degree level in the above-mentioned fields, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. Experience: • A minimum of seven years in forest conservation and REDD+ in Nepal is required. • Proven experience of working with government institutions in Nepal is desirable. • Be familiar with participatory rural appraisal and social issues associated with forestry and the REDD+ policies is desirable. Skills: • Demonstrated expertise in eliciting and synthesizing feedback from stakeholders is required. • Experience in planning, organizing, and coordinating technical consultations is required. • Strong communication skills is desirable

Languages

• Fluency in written and spoken English and Nepali is required.
